Children's Commission of the German Bundestag

The Children's Commission of the German Bundestag ( KiKo ) is an institutional working group of the Bundestag committee for families, senior citizens, women and youth , which has existed since 1988, specifically for issues relating to child policy.

Contrary to what the name suggests, this working group, made up of individual members of all parliamentary groups and their employees, claims to be the highest parliamentary and extra-parliamentary interest group for children and young people. We are talking about a watchman's office. All voting members of this subcommittee are also represented in the Bundestag committee that controls the ministry of the same name.

At the beginning of each new legislative period , the KiKo members agree on a work program and a division of tasks according to topic.

The KiKo organizes public hearings and non-public expert discussions on child policy issues. The principle of consensus has been chosen as a basic definition for joint, coordinated action . If all four persons entitled to vote cannot agree on a common approach, only one initiative remains outside the body.

KiKo expressly declares that it is not responsible for clarifying individual cases, for example in the event of disputes in access law and the like.

prehistory

Before the KiKo was set up, the media public had often called for a child representative of the German Bundestag to be the contact person for child matters. In response to this, each parliamentary group represented in the Bundestag named its own child representative. In meetings on April 21 and May 5, 1988, the Council of Elders of the German Bundestag decided to set up the parliamentary parliamentary commissioners for children as the official commission for children. In official German it is called a little more unwieldy, and also formulated the Commission for the Perception of the Issues of Children . In everyday life, almost everyone involved in it says KiKo when it is mentioned.
