Klaus Klemm

Klaus Klemm (* 1942 in Öhningen ) is a German educational scientist and emeritus professor for educational research and educational planning at the University of Duisburg-Essen in Essen .

After graduating from high school in 1962, he studied German , history and educational science for high school teaching in Munich and Bonn , passed the state examination in 1968 and received his doctorate in 1970. In 1972 he was initially a planning officer at the University of Dortmund , and from 1973 to 1977 he was project manager at the Institute for School Development Research there . In 1977 he accepted a professorship at what was then the University of Essen and was Dean of the Faculty of Education there from 1982–1984 and 1994–1998 . In 1992, Klemm turned down a call to the chair for empirical educational research at the Humboldt University in Berlin . When he retired on August 1, 2007, the former educational planning / educational research working group at the University of Duisburg-Essen was dissolved. In the course of 2009, a new educational research working group was formed from the former teaching research work units headed by Marten Clausen and the educational system and school development research work unit headed by Isabell van Ackeren , in which Klaus Klemm also works.

Klaus Klemm was a member of several expert commissions, including

  • of the Enquete Commission of the German Bundestag 'Future Education Policy' (1988–1990)
  • of the Education Forum jointly appointed by the Federal Government and the Länder governments (1999–2001)
  • in the scientific advisory board of the PISA studies (until the end of 2006) and
  • on the advisory board for German education reporting (until 2008)
  • of the inquiry commission of the North Rhine-Westphalian state parliament 'Chances for Children' (until 2008)
  • Expert group 'Inclusive Education' of the German Commission for UNESCO (since 2010)

Klemm's work focuses on the areas of empirical educational research, educational planning and educational financing, as well as inclusion . Klemm is a member of the SPD , which he advises on school policy issues and whose educational policy he helped shape.

In 2013, Klemm was included in the ranking of the 50 most influential economists in Germany compiled by the Frankfurter Allgemeine Zeitung due to his work on educational economics .
