The coalition agreement of the black and yellow federal government in Germany, which was in office from 2009 to 2013 for the entire 17th legislative period of the German Bundestag , was negotiated after the 2009 Bundestag elections between the coalition partners CDU , CSU and FDP . The 134-page contract is the basis of the government work of the black-yellow coalition ( Merkel II cabinet ) and is entitled “ Growth. Education. Cohesion. "

history

After the Bundestag election in 2009 , the CDU / CSU and FDP together achieved a narrow majority with 48.4% of the votes ahead of Red-Red-Green and announced rapid coalition negotiations. After the grand coalition of the previous legislative period, which the Union viewed as an alliance of convenience, they now want to take a new course together with the FDP.

After around three weeks of negotiations, the black-yellow coalition presented the new coalition agreement on October 24th and named the new ministers in advance. The contract was then signed on October 26, 2009 by the chairmen of the three governing parties. On October 28th, Angela Merkel was re-elected as Chancellor of the black-yellow coalition and the new government was established.

Political content

Taxes & budget

Tax cuts of up to 24 billion euros per year are planned for the legislative period. The tax relief decided by the previous government (including the Growth Acceleration Act ) of 14 billion euros annually from the beginning of 2010 should take effect regardless of this.

The income tax should be restructured in January 2011, so a system with a few tariff levels should be created. In addition, the corporate tax reform of 2008 is to be corrected. There should also be relief within the inheritance tax , especially siblings, nieces, nephews and company heirs should be relieved. For more transparency, private tax consultancy costs should be deductible, and the taxation of pensions should be simplified. The value added tax should remain essentially untouched, the reduced tax rate of seven percent should only apply to the accommodation services of the hotel and restaurant businesses. Providers of postal services should be treated equally for tax purposes based on a ruling by the European Court of Justice . An EU tax is excluded.

Work, social affairs and health

The black-yellow coalition is planning extensive changes within the Hartz IV regulations. Firstly, the earning limits are to be improved, on the other hand, the protected assets for retirement be increased from 250 to 750 euros. It should also be checked whether ancillary and energy costs can be flat-rate. The contribution to unemployment insurance is to be kept stable at 2.8% (from 2011: 3.0%).

Uniform statutory minimum wages are rejected by the coalition. Minimum wages within an industry should only be allowed to be declared by parliament. Existing regulations are to be analyzed by October 2011, after which a meeting is to be held on the continuation or repeal of the regulations. While fixed-term employment contracts are to be made easier, the protection against dismissal is to remain unchanged.

A uniform system in East and West is sought within pension policy, and an old-age income is to be determined for those who have worked full-time throughout their lives.

The health fund is to be retained, but contributions from the insured are to be calculated as a lump sum regardless of income. Switching to private health insurance should be made easier. In addition, the procedures for determining the prices of drugs are to be reviewed and the sale of drugs in supermarkets and drug stores is to be prohibited. The practice fee should be retained.

Education & Research

CDU / CSU and FDP are planning to introduce a national scholarship program , which will grant gifted students up to 300 euros a month regardless of income. This is intended to increase the share of scholarships from two to ten percent. The expenditures for education and research should generally be increased to ten percent of the gross domestic product . Mandatory language tests are to be introduced for four-year-olds
before school starts, and language development is to be encouraged if they fail.
The central office for the allocation of study places is to be reformed and the university framework law abolished.
The research is to be focused on the areas of climate protection / renewable energies , health, mobility, communication and security, with particular emphasis on materials research , biotechnology and health and stem cell research .

family

In January 2010, the annual child allowance was initially increased from 6024 to 7008 euros. The child benefit is to be increased by 20 euros per month, i.e. 184 euros for the first and second child, 190 euros for the third and 215 euros for each additional child. In order to improve the care of children, the parental allowance should also be improved so that more fathers take parental leave. Day mothers and educators should be better trained and educated. In addition, the legal texts are to be revised in such a way that noise from children can no longer be a reason for court hearings.

Interior

The spying on private computers decided by the grand coalition should continue, but the privacy of the individual should be improved. The data retention was initially suspended in this regard until the Federal Constitutional Court ruled.

Employees should also be better protected; the employer should only collect and use data that is relevant to the employment relationship.

In addition, juvenile criminal law is to be tightened. In the migration to master the German language should be promoted, regardless of age group. Immigrants should first have to demonstrate knowledge of German.

Energy & Environment

The nuclear phase-out is to be revised, instead the service life of safe nuclear power plants is to be extended. In return, the operators are to be forced to use profits for research into renewable energies , which are to be promoted and expanded, and to provide funds for the maintenance and, if necessary, closure of repositories . A new energy concept for a clean, reliable and affordable energy supply should be presented in mid-2010.

The CO 2 emissions are to be reduced by 40% by 2020 compared to 1990 levels. A new international climate protection agreement is sought for climate protection .

Foreign and Security Policy

The period of military service is to be reduced from nine to six months in January 2011. The US nuclear weapons stationed in Germany are to be withdrawn. The US is named in the treaty as the most important ally outside the European Union.

The Bundeswehr 's mission in Afghanistan continues to be supported by the Union and the FDP. It is to be held in December 2009 on the issue of troop strength. The training of the Afghan police and civil reconstruction is to be given greater support. The naval operation off the Lebanese coast is to be gradually ended.

The Turkey's EU accession is offset by neutral. In the event of a refusal, a privileged relationship should be sought.

The entire structure of the Bundeswehr is to be reviewed. A Bundeswehr structural commission is to be set up for this purpose.
