Local cultural policy

Municipal cultural policy comprises the political decisions of the municipalities , municipal associations and the municipal umbrella organizations in the field of culture .

Local cultural policy is part of local self-government and is based on the right of the municipalities, guaranteed by Article 28, Paragraph 2, Clause 1 of the Basic Law , "to regulate all matters of the local community on their own responsibility within the framework of the law". It usually belongs to the voluntary self-government tasks . In some federal states, the independent cities and districts are obliged to offer a minimum of offers, e.g. B. in the area of archives and libraries . In these cases, it is mandatory self-administration tasks .

In cities with more than 500,000 inhabitants, the cultural department is often independent (e.g. Leipzig). In smaller cities, the culture area is regularly combined with the education and sport areas in one department . Towns and municipalities belonging to the district often also assign the areas of youth and social affairs to this department. However, other departments are also possible. The municipal councils often control the principles of their intended cultural policy through "cultural development plans". In larger cities, subordinate plans such as "library development plans" or "museum development plans" are decided for a period of several years. The implementation of these plans by the administration is typically controlled by cultural reports drawn up by the administration and submitted to the municipal council, which also serve to inform the interested public.

Areas of local cultural policy

Mainly because of the possible use for plays, concerts and cultural exhibitions, responsibility for municipal exhibition and congress halls is usually assigned to the cultural department. The respective cultural institutes do not have to be municipal sponsors. Smaller theaters are often privately owned or museums are owned by associations, but regularly receive financial subsidies as part of general cultural funding.

Intermunicipal cooperation

There are intermunicipal cooperations e.g. B. for joint sponsorships of cultural institutions. However, other forms of cooperation are also possible under a joint sponsorship (e.g. the accessibility of the digital library of the users of one city library by the users of other city libraries).

Cultural policy of the municipal umbrella organizations

The municipalities also exchange ideas through the cultural committees of their municipal umbrella associations ( German Association of Cities , German Association of Cities and Municipalities , German District Association ) and their regional associations and formulate their positions vis-à-vis the federal government and the states.
