Tsipis came to the United States in 1954 and studied electrical engineering and physics at Rutgers University with a bachelor's degree in 1958 and a master's degree in 1960, and received his doctorate in 1966 from Columbia University with a dissertation in high energy physics. He was then a post-doctoral student at the Massachusetts Institute of Technology (MIT), where he was an assistant professor from 1968 to 1971 and a research fellow in biophysics from 1971 to 1973. From 1973 he was at the Center for International Studies and founded the Science & Technology for International Security program at MIT in 1977 , of which he was director until 2001. He was a Principal Research Scientist at MIT.

In 2005 he became Adjunct Professor of Environmental Studies at Brandeis University .

Since the 1970s, he has been involved in numerous studies and publications on new weapon systems and their evaluation (such as laser and particle beam weapons, which was topical in the discussions about Ronald Reagan's SDI program in the 1980s , and various missile systems such as cruise missiles ), the effects of nuclear explosions and the effects of nuclear wars, defense strategies and disarmament issues, and issues relating to the monitoring of nuclear disarmament.
