The vehicle registration document is issued by the vehicle registration authority when registering or re-registering road vehicles and is used to identify a vehicle that is subject to registration.

Since October 2005, the vehicle registration certificate in Germany has been subject to uniform EU regulations as a registration certificate , as has been the case in Austria since 2003. The current tamper secured vehicle registration certificates, which are still in the law vehicle registration hot, but bear this designation on the form only as a parenthesis the official name registration certificate Part I .

In Germany, the vehicle registration document ( § 11 FZV ) has been part I of the registration certificate since October 1, 2005, part II of which is the vehicle registration document . The vehicle registration document contains the most important technical information on which the type approval is based, as well as the name and address of the person to whom the vehicle is registered, the official registration number and notes on the performance of the general inspection .

When a road vehicle is registered, a new registration certificate (Part I) is issued when the registration number is assigned, and when the vehicle is deregistered, the previous vehicle registration document is canceled.

Appearance and condition are specified in Appendix 5 (and Appendix 6 for vehicles of the Bundeswehr ) of the FZV. The guideline for registration certificates part I and part II ( Verkehrsblatt 2005 p. 188) explains the vehicle registration document and regulates the issue and completion by the registration offices.

The vehicle registration document is a document , so the provisions of § 267 StGB ( forgery of documents ) are applicable.

The police are entitled to inspect the vehicle registration document during an inspection; in accordance with Section 11, Paragraph 6 of the FZV, it must always be carried when driving a motor vehicle. When leaving the vehicle, the vehicle registration document must not be left in the car, so that if the vehicle is stolen, the thief does not have the right to drive this vehicle. If the registration document is not carried at a police control or not presented on request, is a misdemeanor according to §  § 48 no. 5 FZV before and can be a warning money to be drawn from ten euros (BKat no. 174).

Contrary to popular belief, the owner of a motor vehicle is not necessarily the same as the one to whom the vehicle is registered. The owner of a motor vehicle is someone who permanently uses a vehicle for their own account and who also exercises power of disposal over the vehicle. The ownership status and the approval for road traffic are regularly only indications for the owner status. It is therefore possible, for example, that person A is the owner of a vehicle that is registered to person B, while person C denies the costs and has the vehicle and is therefore the owner. Only the owner bears strict liability according to § 7 StVG.
