The LINEG (abbreviated for Left Lower Rhine Drainage Cooperative ) is a corporation under public law that is responsible for groundwater and wastewater on the left bank of the Rhine from Krefeld downstream to the Dutch border .

Tasks of the LINEG

  • Regulation of the water runoff including balancing the water flow and securing the flood runoff
  • Maintenance of surface waters
  • Returning developed waters to a natural state
  • Regulation of the groundwater level
  • Avoidance, reduction, elimination and compensation of water management changes, especially those caused or expected by the coal and salt mining
  • Sewage disposal
  • Determination of the water management conditions, as far as the tasks of the cooperative require.

history

When the mining of hard coal began to the left of the Rhine in the middle of the 18th century , mining had long been established on the right bank of the Rhine : In the highly industrialized Ruhr area , coal provided the energy for the economic upswing. As a result, especially in the lower regions of the Ruhr area, along the rivers, the heavily polluted waste water from the mines, the industrial companies and the residents built up.

They began to "stink" to themselves. The result: dysentery , typhus and other epidemics broke out. At the same time, it was feared that the wastewater would impair the flourishing agriculture. The warning examples, especially from the Emscher region, prompted the Upper President of the Rhine Province and the Prussian Mining Authority in Bonn to act. In 1908, for example, the “Association for the establishment of a drainage plan for the industrial area on the left bank of the Rhine” was brought into being.

Five years later, after intensive negotiations, the Drainage Act for the industrial area on the left bank of the Rhine was passed on April 29, 1913. The LINEG was founded. In the course of time, the tasks have become larger and more varied and also include the disposal of the waste generated during the performance of the cooperative tasks. This was reflected in the LINEG law of 1990 (last amended by the state parliament of North Rhine-Westphalia on July 8, 2016)

Members and organs

Members (comrades) of LINEG are the cities, municipalities and districts insofar as they are wholly or partly in the cooperative territory, as well as the owners of the mines located wholly or partly in the territory of LINEG, as well as commercial companies and the owners of land, transport facilities and other facilities as far as they reach the statutory minimum contribution.

The organs of the cooperative are

  • the cooperative assembly
  • the cooperative council and
  • the board

The cooperative assembly as the top member consists of more than 98 delegates. The number of delegates of the individual groups of comrades is determined by the amount of the contribution to be paid in relation to the average annual contribution of all comrades. In addition, an elected member of the Chamber of Agriculture belongs to the cooperative assembly. One of the most important tasks is to decide on the articles of association, the investment guidelines, the business plan and the 5-year overviews. The term of office of the delegates is 5 years.

The cooperative assembly is composed as follows:

Comrades group 1: Independent cities, cities, municipalities - 51 delegates

Comrades group 2: circles - no delegates

Comrades group 3: owners of the mines - 43 delegates

Comrades group 4: Public water companies - no delegates

Comrades Group 5: Commercial Enterprises - 4 delegates

The cooperative council consists of 15 members who are elected by the cooperative assembly for a period of 5 years. It is composed of 10 representatives of the comrades and 5 employee representatives. The cooperative council elects the board of directors and monitors the conduct of business by it.

The board of directors is a one-person board that is responsible for the day-to-day business of the cooperative.
