The Eifel-Rur Water Association (WVER) is a water and soil association . Its members are the municipalities and districts in the association area, industrial companies discharging wastewater in the association area and the drinking water suppliers. Its seat is in Düren-Nord .

In 1990 the state parliament of North Rhine-Westphalia passed the law on the Eifel-Rur water association , the so-called Eifel-Rur Association Act (Eifel-RurVG). It came into force on January 1, 1993 after an organizational transition period.

The organs of the WVER are the association assembly, the association council and the executive committee.

Association meeting

The members send a total of 101 delegates to the association assembly according to their share of the association's total economic revenue.

The main tasks of the association assembly are the adoption of the annual business plan, decisions on changes to the statutes and assessment rules for determining the contributions as well as the election of the 15-member association council of the WVER.

Association Council

The association council of the WVER is composed of representatives of the member groups, namely six representatives of the "independent cities and municipalities" in the association area, one representative of the "districts" that lie entirely in the association area or are cut by it, one representative of the "companies and other public water providers "who use raw water provided by the WVER, two representatives of the" commercial companies and the respective owners of mines, land, traffic facilities and other facilities "as well as five employee representatives (three people from the association and two union representatives).

Tasks of the association council:

  • general supervision of the conduct of the association's business
  • Election of a board of directors and the appointment of a permanent representative and a human resources officer
  • Conclusion or termination of collective agreements
  • Formation of trading companies, associations under civil law and joining special-purpose associations
  • Establishing the business plan
  • Approval of excess and unplanned expenses
  • Dealing with business that exceeds a maximum value specified in the association's statutes
  • Finding out about major construction work, any necessary expropriation procedures and use of facilities and facilities by members

The mayor of Düren, Paul Larue , was re-elected as chairman of the association council in July 2018.

Association area

The association area includes the above-ground catchment area of ​​the Rur in North Rhine-Westphalia from Heinsberg in the north to Hellenthal in the south and from Aachen in the west to Düren in the east. The most important tributaries of the Rur in the northern Eifel are Urft and Olef (which flows into the Urft in Gemünd), Inde and Wurm. The seat of the association and its administration is in Düren, in addition the WVER maintains technical facilities at other locations. About 1.1 million people live on the total area of ​​2087 km².

They mainly serve for flood protection and low water enrichment. The use of hydropower generates an annual average of 61,000,000 kWh of energy in five power plants. Around 60 million m³ of raw water are provided for the drinking water supply and around 27 million m³ of raw water are taken from the dams.

There are around 1,900 km of surface running water in the association area . 50 flood retention basins and 43 sewage treatment plants are looked after.

The association employed an average of 565 people in 2018. The balance sheet total is approx. 750 million euros

On June 1, 2017 Joachim Reichert succeeded Wolfgang Firk as head of the association.
