The State Office for Salary and Supply (LBV) is a higher state authority with 1214 employees, of which 124 are candidates and trainees (as of October 2019), in North Rhine-Westphalia with its headquarters in Düsseldorf .

history

In January 2010 the authority, which had existed since 1956, found its place in a new building in the northern Derendorf district . The two branch offices ( Cologne and Münster ) have remained in place as sub-tenants in the local tax office.

tasks

The state office is, so to speak, the "wages office" of the federal state of North Rhine-Westphalia and the largest public service agency in the Federal Republic of Germany . It is responsible

  • for the calculation and payment of the salaries of the employees of the state of North Rhine-Westphalia as well as the aid for the officials of the financial administration ,
  • for the calculation and payment of pensions and allowances for the retirement officials of the State of North Rhine-Westphalia and their surviving dependents,
  • for the provision of information about pension entitlements to the family courts ,
  • as a family fund of the public service for the payment of child benefit to the employees of the state of North Rhine-Westphalia (cf. § 72 EStG ).

The LBV currently looks after around 816 payment case support staff, about 696,800 payment cases, which are distributed as follows:

  • around 280,300 civil servants
  • around 195,600 pay recipients
  • around 220,900 pension recipients

These groups of people include around 131,000 people entitled to child benefit with a total of around 220,700 children. In order for the LBV is also the largest family account of the civil service in Germany.

A number of smaller corporations with employees as civil servants and / or salaried employees (e.g. providers of substitute schools) have had salaries paid to employees processed as a service by the state office for some years. For this purpose, changes in the personal circumstances of the employees are reported to the state office, from where the correct salary amount is calculated and the payment is initiated.

The authority is divided into six departments, which in turn are divided into sections - as the smallest organizational unit. The authority has been headed by Reinhard Buschkamp since December 2011.
