As an amalgamation of the 35 districts of Baden-Württemberg , the Baden-Württemberg District Association is one of the three municipal state associations in Baden-Württemberg .

history

The District Assembly was founded on July 3, 1956 in Ludwigsburg and emerged from the Association of Württemberg-Baden Districts , the Working Group of the Baden Districts and the District Associations Department in the Württemberg-Hohenzollern Municipal Assembly.

It was the second municipal state association that was uniformly active for the entire state area. At that time it was a difficult path until the 63 districts in the new federal state came together in a municipal state association.

tasks

The organization has the task of

  • to cultivate the idea of ​​self-government and to stand up for the preservation of the constitutional rights of its members,
  • to represent the common interests of the members,
  • to advise the competent bodies on the preparation and implementation of laws, ordinances and decrees, insofar as they affect the interests of the members (Article 71, Paragraph 4 of the state constitution),
  • to maintain the exchange of experiences among the districts,
  • To deal with questions of organization and economic efficiency of administration,
  • to promote the public's understanding of the tasks and facilities of the districts and
  • to advise members on individual issues.

The district assembly is not an authority, but a registered association with the 35 Baden-Württemberg districts, the municipal association for youth and social affairs in Baden-Württemberg and the associations for municipal data processing KIVBF, KDRS and KIRU as members.

The Landkreistag Baden-Württemberg is a member of the German Landkreistag , the municipal umbrella association of German rural districts.

Organs are the district assembly, the presidium and the president.

County Assembly

The district assembly is made up of two representatives from each district with voting rights, the district administrator and a district council (delegate) appointed by the district council. The district assembly has among other things

  • define the principles of association work,
  • determine the budget and set the levy,
  • to elect the President, his two deputies and the members of the Presidium and
  • to decide on amendments to the statutes.

Bureau

The Presidium consists of the President, his three deputies (Vice Presidents), thirteen other members and the General Manager. It is responsible for all tasks of the district assembly that are not reserved for the district assembly or the president or are incumbent on the general manager.

The president is the chairman of the district assembly and the presidium. He represents the organization vis-à-vis the state parliament and the state government in matters of fundamental political importance.

Technical committees

The technical committees of the district assembly are:

  • Legal and Constitutional Committee;
  • Social committee;
  • Finance committee;
  • Committee for Environmental Protection, Economy and Transport;
  • Health committee; as well as the
  • Culture Committee.

These technical committees make decisions within their subject area. They prepare statements of the district assembly on questions of fundamental political importance.

District Council Conference

The district councilors' conference is formed by the district councilors in Baden-Württemberg.

Sprengel

The Sprengel is responsible for the exchange of experiences at the level of the four administrative districts. The district is formed by the district administrators of each administrative district.

Working groups

The working groups of the district offices have been formed to support and promote administrative practice on specific specialist topics.

Office

The office is managed by the general manager, who is elected by the executive committee for eight years.
