The Saarland District Association is the municipal umbrella association of all five Saarland districts and the Saarbrücken regional association . It is organized as an association based in Saarbrücken and acts as the regional association of the German District Association . The chairman is District Administrator Patrik Lauer ( district of Saarlouis ), deputy chairman is District Administrator Udo Recktenwald ( district of St. Wendel ).

history

After Saarland became the eleventh federal state in the Federal Republic of Germany at the beginning of 1957, the Presidium and Main Committee of the German District Assembly met in June 1957 in the offices of the Saarbrücken district. In front of these top committees, the Saarland districts, through their spokesman, Saarbrücken District Administrator Karl Barth , declared their will to form a state executive and to join the German District Association. The founding assembly of the Saarland district assembly took place on June 18, 1957. Statutes were passed and a board of directors was elected. The first general meeting took place in October 1957.

The organs of the district assembly are the general assembly and the board of directors.

General meeting

The general meeting has in particular:

  • To determine the goals, guidelines and principles of the work of the district assembly as well as to resolve statements of the district assembly, as far as it concerns fundamental questions of the members, in particular the structure of their self-administration;
  • to resolve the statutes and their amendments;
  • to elect the chairman of the board and his deputy;
  • to appoint the board of directors;
  • to elect the manager;
  • to receive the annual report;
  • to set the budget and the annual contribution;
  • to decide on matters submitted by the Board of Directors;
  • to receive the annual accounts and to approve the actions of the board.

Board

The board of directors manages the business in accordance with the articles of association and the resolutions of the general meeting. It decides on all matters which are not assigned to the general meeting by these articles of association or which are reserved by resolution. The board has 18 members.

In particular, he has:

  • to resolve the statements of the district assembly on important local political issues, insofar as the general assembly does not have to deal with these;
  • to decide on the composition of the Presidium, the specialist committees and working groups of the German District Assembly as well as the committees and other institutions;
  • prepare the general meeting;
  • to draw up the draft budget and submit the annual accounts;
  • to decide on contracts and agreements of the district assembly as well as on the admission of other members;

Office

The district assembly maintains an office at its headquarters. This takes care of the day-to-day business and the tasks assigned to it by the chairman or the board of directors. It is led by the managing director. The managing director takes part in the meetings of the board of directors and the general assembly in an advisory capacity. Martin Luckas is the managing director of the Saarland district council.
