Saxony-Anhalt District Assembly
The Landkreistag Sachsen-Anhalt eV is the municipal umbrella association of the administrative districts in Saxony-Anhalt . This represents the interests of its members vis-à-vis the state parliament and the state government . Its seat is the state capital Magdeburg .
history
The association is the union of the eleven districts in Saxony-Anhalt . It was founded on September 8, 1990 in Bernburg by initially 37 districts. With the first district reform in 1994 , the number fell to 21 districts. When the second district reform came into force on July 1, 2007 , eleven sustainable districts were created in Saxony-Anhalt, in which 1.86 million people live. That's 77% of the country's population. The districts cover an area of 19,867 km², which is 97% of the total area of the country.
Organs and bodies
The district assembly consists of two voting members from each district, the district administrator and the district council chairman . It elects the presidium and the chairmen of the specialist committees as well as the managing director, sets the association levy, decides on amendments to the statutes and important association-political issues.
The presidium consists of four district councilors, two district council chairmen and the managing director of the district council. It forms the association's political opinion on current topics that affect the interests of the districts.
Three specialist committees have been set up by the district assembly:
- Committee for Central Management, Finance and Local Law,
- Committee on Health, School and Social Affairs,
- Committee on Economy, Environmental Protection, Transport and Spatial Planning.
The specialist committees prepare the opinion of the Presidium. They include district administrators, councilors or the responsible department heads in from all counties.
The following serve to form further opinions in the association:
- District council seminars,
- Seminars for the district council chairmen,
- Working groups by resolution of the presidium for head of the main and personnel office, legal office manager, youth welfare office manager, social welfare office manager, school administration office manager, treasurer, audit office, building and environment.
President and Vice President
District Administrator Michael Ziche ( Altmarkkreis Salzwedel ) is president of the association. Vice-president is District Administrator Uwe Schulze ( district of Anhalt-Bitterfeld ).
Office
The office is headed by the executive board member Heinz-Lothar Theel.
Membership in the German District Association
The association is a member of the German District Assembly (DLT), the central association of the 295 German districts in Berlin. The president is a member of the executive committee of the DLT. The chairmen or deputy chairmen of the technical committees belong to the respective committees of the DLT .
