The Hessischer Landkreistag is one of the three central municipal associations in Hesse alongside the Hessian Association of Cities and the Hessian Association of Towns and Municipalities . All 21 districts in Hessen belong to it, and it is based in Wiesbaden .

history

The Hessischer Landkreistag came into being shortly after the state of Greater Hesse was founded in September 1945. Its development phase is closely linked to the political realities of the occupation : new municipal constitutional law had to be established in all occupation zones . In the state of Greater Hesse, the “Greater Hessian Municipality Code” of December 21, 1945 and the “District Code” of January 21, 1946 created the legal basis for this. The reorganization confirmed the dual position of the districts as state administrative districts and local authorities with a district administrator at the top. Within these framework conditions, the districts organized a lobby group.

On October 30, 1945 the "Working Group of the Kurhessischer Landkreise" was founded, which was expanded at the beginning of 1946 to the "Arbeitsgemeinschaft der Großhessischer Landkreise" (ALK). All 39 districts of the state of Greater Hesse were represented in the ALK. After the state elections in December 1946, the ALK adapted to the renaming of the country and dispensed with the prefix “capital”. The new name "Hessischer Landkreistag" was decided at the main conference on October 21, 1948 in Groß-Umstadt . At its meeting in Fulda on May 25, 1949 , the LDS statutes , which are valid today in the version of November 20, 2009.

tasks

The Hessian District Association has set itself the task

  • to cultivate the idea of ​​self-management,
  • to stand up for the constitutional rights of its members,
  • to represent the common interests of the members vis-à-vis the state and federal government, but also in relation to cities and municipalities,
  • to advise the competent bodies (state parliament, ministries) on the preparation and implementation of laws, ordinances and decrees, insofar as they affect the interests of the members,
  • to maintain the exchange of experiences among the districts,
  • To deal with questions of organization and economic efficiency of administration,
  • to promote the public's understanding of the tasks and facilities of the districts,
  • to advise the members on issues that affect all districts.

According to the law on safeguarding local self-government in legislation in Hesse (Participation Act), the Hessian District Association has the right to be heard in all laws and ordinances that affect the interests of the districts.

The Hessian District Association is financed exclusively through the contributions of its members. The delegates are active on a voluntary basis.

Participation at the state level

According to § 147 HGO , the three municipal umbrella organizations are to be involved in the preparation of state legislation which affects the interests of the municipalities and municipal associations. Details are regulated by the law on securing local self-government .

Structure and organs

The Hessischer Landkreistag is an association with legal capacity . Its organs are the general assembly, the presidium and the district assemblies.

Bureau

The executive committee is responsible for the overall management of the Hessian district assembly. It makes binding decisions on all matters, unless they are reserved for the decision of the general assembly.

The electoral period of the presidium is five years, corresponding to the municipal election period. It is elected by the district assemblies after the constitution of the district assembly following the local elections in Hesse.

The Presidium consists of a President and three Vice-Presidents. Bernd Woide , the district administrator of the district of Fulda , has been president since November 28, 2013 . The first vice-president is Wolfgang Schuster , district administrator in the Lahn-Dill district , vice-presidents are Horst Hannich, district council chairman in the Hersfeld-Rotenburg district and Wolfgang Männer, district council chairman in the Main-Taunus district . According to the statutes, the president and the first vice-president must be district administrators. The two vice presidents must be district council chairpersons. The chairmen of the district assemblies as well as further representatives of the districts elected by the district assemblies are represented in the presidium.

District assemblies

The district assemblies contribute to the formation of opinion at the district level, but are bound by decisions of the presidium or the general assembly. In the district assemblies the district administrators, full-time district committee members and the district council chairmen come together to discuss regionally interesting questions. They deal with all affairs of the association and elect the representatives for the presidium and the committees, so that a regional balance is also ensured here.

The district assemblies ensure the regional principle anchored in the statutes. The districts have the layout of the former three administrative districts with seven districts each. Depending on the geographical location, the 21 districts are then assigned to the respective district assembly.

General meeting

The general assembly meets once a year and decides on the principles of the association's work.

Members of the Hessian District Assembly are the 21 Hessian districts. All representatives of the districts take part in the general assembly. They are represented by the district administrator and their district council chairman.

Technical committees

It is the task of the committees to prepare the deliberations on the topics in the Presidium according to their subject area. There are currently the following six technical committees:

  • Social committee
  • Economic and Planning Committee

The members are elected by the district assemblies.

Office

The office represents the organization externally and processes questions and requests from members of fundamental importance. It prepares the resolutions of the association's organs and implements them.

At the head of the office are a managing director and a director. The directors are responsible for the management and work of the office in the sense of a dual leadership with the principle of rotation every two years and are each responsible for one department. The rotation of the management - always on December 1st of an uneven year - is supposed to ensure a balance in the politics of the office and promote the political unity of the association. The directors are currently Jan Hilligardt and Matthias Drexelius.
