Wilhelm Wallmann

Wilhelm Wallmann (born May 5, 1941 in Bevensen ) is a German lawyer and politician ( CDU ).

Life

Wallmann studied law at the Philipps University of Marburg and received his doctorate in 1967 with the dissertation The influence of the executive on the judiciary in the 19th century . He was RCDS chairman at the University of Marburg, member of the student parliament there and district chairman of the Junge Union Biedenkopf.

In 1970 Wallmann joined the state service of Rhineland-Palatinate , internal administration ( Bad Ems district administration ). At the end of 1970 he became the personal advisor to the district president in Koblenz , at the same time press spokesman for the authority and head of the “Nature Conservation” department; Wallmann was also a lecturer at the administration and savings bank school of the city of Koblenz.

In 1972 he was elected mayor of the Bad Bergzabern community , in 1974 he also took over the office of mayor of the city of Bad Bergzabern . During his term of office, u. a. the conversion of the completely dilapidated city palace into an administration building, the construction of a large sewage treatment plant and the expansion of the sewage disposal system. At the same time he was a lecturer at the Pirmasens Administrative School and chairman of the examination at the Central Administrative College in Rhineland-Palatinate in Mayen.

In 1980 Wallmann was elected Managing Director of the Hessian District Assembly, Wiesbaden, seated; from 1981 to 1989 he was an honorary councilor of the State Welfare Association of Hesse (Kassel).

From 1983 to 1989 Wallmann was mayor of the state capital Wiesbaden . During the 99-day vacation of Mayor Achim Exner (SPD), the " hydrazine scandal ", which was noticed nationwide and managed by Wallmann, occurred in 1985 . In 1987 the city council approved the planning concept presented by Wallmann for the “Dern'sche Terrain”, which had been controversial in terms of design for decades - this made it possible to build an underground car park in the center of the city (free of above-ground structures).

Wallmann was u. a. Member of the Legal and Constitutional Committee of the German Association of Cities and the Foreign Committee of the Federal Association of Central Municipal Associations.

From 1989 to 1996 Wallmann was managing director of the Stifterverband für die Deutsche Wissenschaft , Essen (areas: Hesse, Rhineland-Palatinate, Saarland).

From 1996 to 2007, Wallmann was managing director of the FKN ( Association of Cardboard Packaging for Liquid Food ) and ReCarton (Society for Recyclable Material Recovery from Beverage Cartons), Wiesbaden. In 1998, Wallmann created a recycling system that complied with the Packaging Ordinance, with the result that Federal Environment Minister Trittin awarded the beverage carton the title "ecologically beneficial" on August 9, 2000, thereby making it non-depositable.

From 1989 to 1994 Wallmann was chairman of the association "German Society for the Promotion of Black Regional Authorities in Southern Africa". Wallmann organized seminars for South African local politicians in both South Africa and Germany.

From 1995 to 2012, Wallmann was chairman of the board of the Association of Taxpayers Rhineland-Palatinate eV, Mainz.

Wallmann, Lieutenant Colonel dR, u. a. War diary keeper at 1st LL. Div. in Bruchsal, is holder of the golden German as well as the French and American jumper badge.

He was deputy district chairman of the CDU Südliche Weinstrasse, deputy district chairman of the CDU Wiesbaden, and a member of the CDU state party committees for Rhineland-Palatinate and Hesse.

Wallmann has been married since 1966 and has a son and twin daughters. His daughter Astrid Wallmann is a member of the Hessian state parliament for the CDU. Walter Wallmann was his brother.
