Herbert Günther (born March 13, 1929 in Bergshausen ; † August 11, 2013 in Wiesbaden ) was a German lawyer and politician ( SPD ).

Life

Herbert Günther studied law at the Philipps University of Marburg after graduating from the Wilhelmsgymnasium Kassel and received his doctorate in 1957. jur. and in 1959 worked as a consultant in the Hessian Ministry of Social Affairs. From May 1963 he was district administrator of the Untertaunuskreis and from August 1, 1972 to December 18, 1974, the first district administrator of the newly created district of Kassel . There he was one of the initiators of the German Fairy Tale Route .

From December 14, 1978 to July 11, 1991 he was a member of the Hessian state parliament ( Almut Gwiasda was his successor ) and was vice-president there from 1987 to 1991. Günther was Hessian Minister of Justice from 1974 to 1987 in the state government headed by Prime Minister Holger Börner . In this position, he initiated the establishment of the "Foundation for Rehabilitation Funds for Criminals", a foundation that aims to help criminals with debt relief.

From 1982 to 1984 and again from 1991 to 1994 he was Minister of the Interior of Hesse . As Hessian Minister of the Interior, he is considered the "father of the two-part police career " that Hesse introduced in 2002 as the first federal state. He also reached the establishment of the central criminological office in Wiesbaden. Due to police mishaps during a neo-Nazi march in Fulda in 1993, calls for resignation could only be averted by the resignation of State Secretary Christoph Kulenkampff (SPD).

From 1994 to 2006 he was President of the Association of German Nature Parks .

Günther was made an honorary citizen of the community of Fuldabrück on July 15, 2004 .
