The police training in Germany is the training of law enforcement officials . It usually takes place in a police school or with the police associations . Training takes place in different institutions and with different career goals, so that the duration and curriculum vary widely.

A distinction is made between training in the sense of vocational training for the middle level police force and studying at a police college for the higher level police force . There are federal states that only train police officers in the higher service and federal states that train both for the middle and for the higher service.

When applying for police training, the formal recruitment criteria of the recruiting authority and civil service law must first be met. For the training in the middle service, the secondary school leaving certificate or a completed vocational training with a previous (qualifying) secondary school certificate is required; at least the advanced technical college entrance qualification is required to study in higher service . Applicants must also have German citizenship or that of another EU country, live in an orderly economic situation and they must not have a criminal record. In addition, certain age limits apply: the minimum age is 17 years, the maximum age between 24 and 36 years. A height of at least 160 cm is generally required for women and at least 165 cm for men.

Those who meet the above requirements can be admitted to the multi-stage aptitude selection procedure of the respective police. Successful passing is essential for admission to the police service. The selection process usually takes between 2 and 4 days and includes the following stages:

  • Written or computer-based recruitment test (intelligence test). Usual content: mastery of the language (German and possibly English), general knowledge, mathematics, logical thinking, visual thinking, memory and concentration
  • Sport aptitude test to check endurance, strength, coordination, agility and speed
  • Job interview / structured interview
  • Group discussion, brief presentation (usually only high-level staff)
  • Police medical examination to determine the ability to work

The focus and the composition of the procedure can vary: Both the police forces of the federal states and the federal police plan their selection tests at their own discretion. The prerequisites for the high service are naturally more demanding.

If you do not already have one, you must acquire a class B driving license at your own expense before the start of training or studies .

The duration of the training is usually three years for university studies, and two and a half years for training. Federal states, which only train in the upper service, justify this with the fact that a two-part career (i.e. only higher and higher service) can "link theory and practice even more closely". It goes on to say: "This gives newly hired police officers [...] the necessary confidence for practical police service during their university studies." Thus, applicants are accepted to have a higher qualification both before and after their studies.

In addition, there are individual federal states that place applicants directly into the higher service, but the hiring only takes place after a previously completed degree, which cannot be documented by the police; qualification for the office of judge is a prerequisite for this. In the Federal Criminal Police Office, a “police-conducive” university degree is sufficient, but the candidate must then undergo a career test. If the junior staff are recruited from their own staff to high-level police law enforcement officers, they complete a two-year course at the German Police University, which ends with a master's degree in "Public Administration - Police Management".

The teaching content is mostly taught in theoretical lessons. The knowledge acquired is deepened and implemented in practical teaching units. Depending on the design of the training, a knowledge review is usually carried out at least once every six months or semester .

The content is then checked as part of a practical and theoretical career test, after which the appointment - depending on the career - takes place as a police master or police superintendent . Then the officer is deployed, depending on the specifications - but mostly in shift work with the protection or traffic police.

The entire training service is carried out in uniform in all federal states and at the federal police .

Training in various associations

The training takes place either with the riot police or at specially set up universities of applied sciences that teach the police department (applies to Berlin, Hamburg, Hesse, North Rhine-Westphalia and Thuringia). In all countries, there is no dual training in the classic sense, but the police force is a training location and internship company in one.

As a rule, the police student moves into accommodation in the respective department / college; he receives free medical care or allowance for the duration of the training, depending on the federal state, which must be supplemented by additional private health insurance.

Central training

The training of councilors is divided into two parts. The first part of the training takes place locally at the respective universities in the federal states. The second part takes place centrally at the German Police University in Münster-Hiltrup (North Rhine-Westphalia). The Federal Criminal Police Office only trains directly for the higher-level service.
