The police training in North Rhine-Westphalia only takes place for the upper class . The prerequisite for this is at least a technical college entrance qualification. The application is possible all year round and only online. The recruitment test and the police medical examination take place in Münster at the education center of the State Office for Training and Further Education and Personnel Matters of the Police of the State of North Rhine-Westphalia. The course begins on September 1st each year. Training to become a law enforcement officer takes place through studies at the University of Police and Public Administration in North Rhine-Westphalia . Lawyers who have passed the second state examination can be hired as so-called direct entrants to the higher-level police force.

High-class law enforcement service

As a commissioner candidate , three years of study with a subsequent bachelor's degree must be completed. Due to the direct entry, after passing the Bachelor's degree, you are a police commissioner in the high-level police enforcement service . At the beginning of the course you have to take an entrance test.

Since September 1, 2008, the training of the commissioner candidates has been carried out according to new examination regulations, which conclude with a Bachelor of Arts. The following information on the training course still relates to the diploma course.

First year of training / study

The first year of study is divided into study sections 1 and 2 as well as internships 1 and 2. In the first two study sections, the first technical and legal basics are developed. They prepare for the following internships.

You then have to rewrite this exam for a repeat appointment at the beginning of the second year of the apprenticeship. Failure again, for whatever reason, results in dismissal.

In addition to the exams, two so-called technical discussions must be completed. If you fail, these count as a failed exam. The subjects examined change from year to year.

Internships P1 and P2

The internships are completed at the State Office for Education, Training and Personnel Matters. The commissioner candidates already practice certain training modules in uniform. These include:

Second year of training / academic year

The second year of study is divided into sections 3.1 and 3.2, the main internship and a seminar paper. The study sections deepen legal knowledge and prepare for the main internship. During the seminar work, the commissioner candidates independently develop a topic and prepare a written seminar paper that can be presented. At the end of the study sections, exams must be passed again. In this case seven exams are written. As in S 2, a maximum of 2 exams may be less than 5 points. In addition, three technical discussions must be completed.

The main internship P3

The main internship is around six months long and is completed at a police authority . The police officer spends the first three months on guard duty as the third person on the patrol car . Under the supervision of the tutor, the candidate for the commissioner learns to work independently and to solve typical police situations such as traffic accident recording, fighting crime or recording advertisements. This part of the training offers the first realistic insight into the chosen profession. After almost two years of training, this internship is usually eagerly awaited. At the end of the watch duty there is an evaluation. The remaining three months are completed in an affiliated criminal investigation department. At the end of this time, a new evaluation takes place.

Third year of training / academic year

In the third year of training, stage 4 prepares for the state examination. In addition, a project work has to be prepared, whereby the commissioner candidates work on a project in cooperation with an administrative or police authority. This is followed by revision courses .

Final internship P4

After the written state examination, the final internship 4 follows in a district police authority, as the second man on the patrol car. The close work as a police officer is specifically practiced and consolidated. This is followed by the oral exams.

On September 1 of each year, after passing the state examination, the candidate for the police commissioner is appointed as a probationary civil servant .

During the course, the student receives a candidate's allowance of around € 1300 (net) per month. After passing the state examination, salary group A 9 is granted.

Higher law enforcement service

Fully qualified lawyers are appointed as so-called direct entrants to the police council for employment (salary group A 13) and receive practical police instruction instead of “training”. Part of it takes place at the German Police University (formerly: Police Leadership Academy) in Münster.

The probationary period is usually three years.

In addition to the health requirements applicable to the higher-level service, the prerequisites for employment are the 2nd state examination in law, whereby one of the examinations must be completed with at least “satisfactory”.

The setting is made as required. This in turn depends on the approval of the relevant posts by the State Ministry of the Interior. From 1995 to 2003, 5 positions were advertised every two years. After a subsequent hiring freeze, this practice was continued from 2008. Most recently, six fully qualified lawyers were hired in October 2010.
