Volker Hoff (born September 18, 1957 in Frankfurt am Main ) is a German business economist , lobbyist and politician ( CDU ). From March 28, 2006 to February 6, 2009 he was the Hessian Minister for Federal and European Affairs and authorized representative of the State of Hesse at the federal government .

Life

Born in Frankfurt am Main, he grew up in Mühlheim am Main . In 1978 Hoff graduated from the Friedrich-Ebert-Gymnasium in Mühlheim and studied economics and business administration from 1979 to 1987 at the Johannes Gutenberg University in Mainz . He set up an advertising agency while studying economics. From 1988 to 2006, Hoff was managing partner of the now insolvent company Zoffel Hoff Partner advertising agency GmbH based in Wiesbaden , which, according to Hajo Schumacher, represented a "node of the CDU network". Hoff was responsible for finances at the agency.

In 2009 a court case found that third parties laundered funds amounting to 11.3 million euros. Hoff was not listed here as a suspect but as a witness. The judge attested Hoff in his judgment "recognizable cultivated memory gaps", but culpable behavior could not be proven. In November 2012, Hoff was convicted of "frivolous money laundering " in a civil case. Hoff and his partner Zoffel can still take the decision to the Higher Regional Court . The Frankfurt Higher Regional Court granted Hoff's appeal on July 15, 2014 and overturned the first-instance judgment. A revision is not permitted. All accusations and prejudices have thus proven to be unfounded.

From February 1, 2010 to July 15, 2012, Hoff was the chief lobbyist at Opel . As “Vice President Government Relations” in Rüsselsheim, he was responsible for Europe. His dual role as a lobbyist and member of the state parliament provoked criticism. The SPD, the Greens, the Left and the FDP ruling with the CDU, like Transparency International , suggested Hoff to decide on a task. As a result of the criticism, he announced that he would resign from his state parliament mandate.

Hoff has been a member of the CDU since 1976 and a member of the Junge Union since 1974 . Between 1984 and 1992 he was the state chairman of the Junge Union Hessen. Since 1991 he has been deputy district chairman of the CDU Untermain, and since 1984 a member of the state board of the CDU Hessen. At the age of 19, he became a city ​​councilor in his hometown of Mühlheim am Main in 1977 , and from 1993 to 2009 he was parliamentary group leader there. In addition, between 1981 and 1997 he held a district council mandate in the Offenbach district .

Hoff had been a member of the Hessian state parliament since 1991, and since 1995 as a directly elected member of the Offenbach Land II constituency (constituency 45). Between April 2003 and March 2006 he was the deputy chairman of his parliamentary group, which - after having ruled in a coalition with the FDP in Hesse since February 1999 - had sole government responsibility since the 2003 elections .

In 2004 Hoff was a member of the 12th Federal Assembly . In 2009 Hoff was a member of the 13th Federal Assembly.

On March 28, 2006, Hoff was appointed by the Hessian Prime Minister Roland Koch as Hessian Minister for Federal and European Affairs and authorized representative of the state at the federal level . In this position he was responsible for the Hessian state representations in Brussels and Berlin. In this function, Hoff was also a member of the Committee of the Regions in Brussels and Hesse's electoral leader in the Federal Council . After the state elections in Hesse in 2009 , Volker Hoff left the state government, but kept his state parliament mandate. With effect from February 9, 2010, he resigned his mandate and Ismail Tipi was his successor in the state parliament.
