Christean Wagner
Christean Wagner (born March 12, 1943 in Koenigsberg (Prussia) ) is a German politician ( CDU ). He was the Hessian minister of education and justice and from November 2005 to January 2014 chairman of the CDU parliamentary group in the Hessian state parliament .
Life
Like his father, Christean Wagner was baptized in Königsberg Cathedral . After graduating from high school in 1962, he studied law at the Philipps University of Marburg and the Ruprecht Karls University of Heidelberg until 1966 . He completed his studies with both state exams. In 1972 he was promoted to Dr. iur. PhD .
Political career
After his position as city director in Holzminden, Lower Saxony, from 1972 to 1975, he continued his political career in Hesse, from 1977 to 1981 as chairman of the local council of his place of residence, Lahntal . From 1975 to 1981 he was First District Councilor of the district Marburg-Biedenkopf and then to 1985 district . At the beginning of his term of office, he was the first Hessian district administrator to introduce an environmental agency.
1986–1987 Wagner was State Secretary in the Federal Environment Ministry and 1987–1991 Minister of Education in Hesse . He was elected to the Hessian state parliament in the state elections in Hesse in 1991 and took over the office of minister of justice after the victory of the CDU in the state elections in Hesse in 1999 . On November 15, 2005, Wagner was elected chairman of the CDU parliamentary group in the Hessian state parliament. This office was previously held by Franz Josef Jung , who was sworn in as Federal Minister of Defense on November 22, 2005. From November 19, 2007 to May 6, 2013, Wagner was also chairman of the CDU / CSU parliamentary group chairman conference in Germany. After the state elections in Hesse in 2013 , he left parliament.
In addition, Wagner has been a member of the district council of the Marburg-Biedenkopf district since 1989 .
Wagner is a co-initiator of the Berliner Kreis in der Union, an informal group of members of the state, Bundestag and European Parliament from the CDU and CSU. The aim of the Berliner Kreis is to raise the profile of the Union and to return to its “Christian-social, economically liberal and conservative values” roots. In particular, the numerous former voters and regular voters of the Union are to be addressed and won back to the Union.
Other engagement
Wagner is a member of the ATV Marburg student association . Since 2018 he has been chairman of the Center against Expulsions .
Private
Wagner is married in third marriage. His first marriage to Roswitha Wagner was in 1970 and divorced in April 1999. Several legal disputes between Wagner and his former family were conducted before the Marburg District Court and the Federal Court of Justice .
Political positions
School and university policy
Wagner is a staunch opponent of the comprehensive school . Instead, he represents the "freedom of choice" introduced under Walter Wallmann , ie the parents' right to choose between comprehensive school and the structured school system .
As chairman of the parliamentary group, Wagner always advocated tuition fees for long-term students until 2008 and supported the introduction of general tuition fees.
Electronic shackles for criminal long-term unemployed
During his time as Minister of Justice, Wagner was the initiator of the so-called electronic ankle cuffs and Section 238 of the Criminal Code (regarding stalking).
Various statements by Wagner, who is considered to be the head of the conservative CDU wing, sparked criticism from the opposition: In an official press release by the Hessian Ministry of Justice on March 10, 2005, Wagner spoke out in favor of the use of electronic shackles to "motivate" long-term unemployed criminals.
Penal system
As Minister of Justice, Wagner announced that he would implement the “toughest penal system” in Germany.
Deportation of foreigners
In the state election campaign of 2008, Wagner spoke out in favor of the immediate deportation of foreigners if they insult locals with the words “shitty Germans”. He does not want "to have the impression that we are being infiltrated little by little here in our fatherland".
Profile sharpening of the CDU
After Norbert Röttgen was fired in May 2012, Wagner said in Focus magazine that he would like to see his profile sharpened. "We have to reflect on our C [ Christian ] and set clear, economically liberal accents."
Biblical creation story in biology class
Together with Roland Koch, Wagner supported Karin Wolff's project, which was heavily criticized in public , to deal with the biblical story of creation in future biology classes. Numerous media saw this proposal as an attempt to establish creationism in Hessian schools, after Wolff had previously stated that they saw no contradiction between the biological theory of evolution and the explanation in the Bible.
Honors
In 1991 Christean Wagner received the Order of Merit of the Federal Republic of Germany (Federal Cross of Merit on ribbon).
