Norbert Kartmann
Norbert Kartmann (born January 16, 1949 in Nieder-Weisel ) is a German politician ( CDU ). From 2003 to 2019 he was President of the Hessian State Parliament .
Life and work
Norbert Kartmann attended the primary school in Nieder-Weisel and the Weidig school in Butzbach . After graduating from high school in 1968, he studied Protestant theology and physics for teaching at elementary and secondary schools , which he completed in 1973 with the first state examination and after completing his legal clerkship at Singbergschule Wölfersheim in 1975 with the second state examination . Then he was a teacher at the Otto Hahn School in Hanau until 1982 and at the Singberg School in Wölfersheim from 1983 to 1987.
Kartmann, the son of a farmer from Transylvania and a Protestant denomination, is married to a primary school teacher and has three children.
Political party
In 1971 Kartmann joined the Junge Union and was a member of the district board from 1973–1986 (also district chairman from 1976–1978). He has been a member of the CDU since 1970 and a member of the CDU executive committee in Butzbach since 1973. From 1976 he was a member, from 1990 to 2005 chairman of the CDU district association Wetterau . Since 2005 he has been its honorary chairman. Kartmann was a member from 1991 and from 1996 to 2007 chairman of the CDU district association of Central Hesse and has been a member of the presidium of the CDU Hesse since 1999 . 1994–1998 he was a member of the state board. Since March 17th, 2012 he has been state chairman of the Seniors' Union of Hessen.
Local politics
Kartmann was a member of the city council from 1973 to 1991 (1977 to 1991 as parliamentary group chairman) and from 1991 to 1993 honorary councilor of the Butzbach magistrate . 1993-2011 he was mayor in Nieder-Weisel and 1977-2006 member of the county council of Wetteraukreises where he was 1985-1989 and 1993-1997 CDU parliamentary group.
MP
Kartmann belonged from 1982 to 1983 and has been a member of the Hessian state parliament again since 1987 . He has been elected directly in the Wetterau I constituency since 1987 and in the Wetterau III constituency in the last elections since the constituencies were redesigned in 2008 . In the state parliament he was a member of the cultural policy and agriculture committee from 1987 to 1991 and the education policy spokesman for the CDU parliamentary group from 1991 to 1999. 1995–1999 he was deputy chairman and 1999–2003 chairman of the CDU parliamentary group .
On April 5, 2003, Kartmann was elected President of the Hessian State Parliament for the first time. During his term of office, the renovation of the state parliament building fell from 2004. Since 2010 he has been a member of the Committee of the Regions of the European Union.
After the state elections in Hesse in 2018 , Kartmann no longer ran for the office of President of Parliament at the constituent state parliament session on January 18, 2019. At that time he was the longest-serving President of the Landtag in Germany and, with a term of almost 16 years, surpassed all Hessian predecessors in office.
