Boris Rhein (born January 2, 1972 in Frankfurt am Main ) is a German politician ( CDU ) and has been the President of the Hessian State Parliament since January 18, 2019 . Before that, he was Hessian Science Minister since January 18, 2014 and before that again since August 31, 2010 Minister of the Interior of the State of Hesse .

Life

education and profession

After graduating from the humanistic Lessing-Gymnasium in 1991, Rhein studied law at the Johann Wolfgang Goethe University in Frankfurt am Main . He completed this degree in 1997 with the first state examination.

After doing civilian service as a supervisor in a dormitory for severely disabled people ( Praunheimer Werkstätten ) (1997–1998), the second state examination followed in 2000. From 2000 until his appointment as minister, Rhein worked as a lawyer .

From 2006 to 2007 he was a full-time department head for fire services , personnel, law, city police and order in the city of Frankfurt am Main, since November 1, 2007 city ​​councilor and department head for law, economics and personnel (see also: Politics in Frankfurt am Main ).

Party career

Rhein had been active in the Junge Union since 1990. From 1996 to 2002 he was district chairman of the Frankfurt University of Applied Sciences and a member of the state executive committee. When he reached the age of 35, his membership ended due to age.

Rhein is a member of the CDU and the medium-sized and business association of the CDU. In the CDU he has been a member of the Frankfurt district board since 2006, and from 2008 to 2012 he was chairman of the CDU district association Frankfurt am Main. Rhein is also chairman of the Frankfurt medium-sized and business association of the CDU.

Member of Parliament

From 1999 to 2006, the Rhine was a member of the Hessian state parliament . He was elected in the constituency of Frankfurt am Main III . He was a member of the Interior Committee, the Legal Affairs Committee, the Constitutional Committee, the G10 Commission (telephone surveillance), the G13 Commission (housing surveillance) and the State Parliament's Judges Committee. Since 2003 he has been chairman of the legal committee.

In the state elections in Hesse in 2013 , he returned to parliament - now for the constituency of Frankfurt am Main VI . At the constituent meeting after the state elections in Hesse in 2018 , he was unanimously elected as the new Hessian state president.

Public offices

After the early state elections in Hesse in 2009 , Rhein was appointed State Secretary in the Hessian Ministry of the Interior and Sport, led by Volker Bouffier ( Koch III cabinet ). When he succeeded Roland Koch as Prime Minister of Hesse on August 31, 2010 , Rhein himself rose to become Minister of the Interior in Bouffier I's cabinet . In 2011, Rhein was chairman of the conference of interior ministers .

On January 18, 2014, he was appointed Hessian Minister for Science and Art in the new Bouffier II cabinet . On January 18, 2019, he left the state government.

Candidate for Lord Mayor

On November 1, 2011, the previous mayor of Frankfurt, Petra Roth , announced her retirement from office and proposed Rhein as his successor. The early election took place on March 11, 2012. According to surveys, Boris Rhein led his competitors Peter Feldmann from the SPD and Rosemarie Heilig from the Greens and achieved the best result of all candidates in the first ballot with 39.1 percent of the votes. In the runoff election on March 25, 2012, he was clearly defeated by Feldmann, who received 57.4 percent of the votes cast, compared to 42.6 percent for Rhine. The turnout was 35.1 percent.

Rhein is Roman Catholic , married and has two sons. He lives in Frankfurt am Main, Nieder-Eschbach district .

Political positions

Organized Crime (Hells Angels)

After he was accused of inadmissible contact with the Hells Angels , Rhein issued a ban on two Hells Angels associations in September 2011. Rhein rejected a connection between the allegations against himself and the ban on the organizations.

Tightening of the criminal code

Rhein advocates a further tightening of the penal code in order to particularly punish acts of violence against the police and other public officials as representatives of the state. In his opinion, the tightening of Section 113a of the Criminal Code has not had sufficient effect. Rhein summarizes his ideas under the heading “Protection paragraph for policemen”.

Data retention

Rhein is a proponent of data retention . In May 2013, Rhein declared in this context that the controversial procedure was not just about terrorism , but also about the fight against pedophiles on the Internet. He described the procedure of perpetrators who try to steal the trust of children in chats and to induce them to sexual acts ( cybergrooming ) as an example. Rhein said in this context, the investigators should not use the past communication of these "high-risk types of offenders," and held that "A minimum retention period we urgently need."
