Peter Manuel Feldmann (born October 7, 1958 in Helmstedt ) is a German politician ( SPD ) and has been Lord Mayor of Frankfurt am Main since July 1, 2012 . He was elected to office on March 25, 2012 with a clear majority and succeeded Petra Roth ( CDU ), who has held this office since 1995. In March 2018, he was for a second term re-elected .

Life

Peter Feldmann attended the drawing school in Frankfurt from 1970 and graduated from the Ernst Reuter School in 1979 . In 1979 and 1980 he went abroad to Israel , which he combined with training as a gardener. He then studied political science at the Philipps University of Marburg , a degree from which he graduated in 1986 . In 2009 he also completed an apprenticeship as a social business administrator .

Peter Feldmann considers himself to be part of liberal Judaism . He has two daughters, one of them (* 2016) with his second wife and one from his previous relationship. In April 2016 he married Zübeyde Temizel, the head of the first German-Turkish daycare center in Hessen.

Peter Feldmann worked as a lecturer until 1988. From 1988 he was secretary of the youth association SJD - Die Falken in Rhineland-Palatinate, which is closely related to the SPD, and then for six years he headed the training and youth center in Frankfurt-Bonames, which is dedicated to the qualification of disadvantaged young people. In 1996 he moved to the Paritätischer Wohlfahrtsverband as a policy officer . From 2008 to the end of 2009 he was head of the Kurt-Steinbrecher-Haus geriatric welfare center of the Arbeiterwohlfahrt (AWO) in Darmstadt-Eberstadt . He then got a staff position for occupancy management at the Johanna Kirchner Foundation, which is part of the AWO Frankfurt. In this position, according to a report by the Hessischer Rundfunk, he is said to have mainly looked after his election campaign.

In 1967 Peter Feldmann joined the Socialist Youth , in 1974 the Jusos and the SPD. In 1981 he was elected AStA chairman at the Philipps University of Marburg and in the same year he was also deputy regional chairman of the Juso state. 1987–1989 he was Juso chairman in Frankfurt am Main. In 1988 he was elected to the city ​​council of Frankfurt am Main and there in 1990 spokesman for youth and social affairs of the SPD parliamentary group. In 1993 he was elected to the parliamentary group executive committee and in 2004 he was elected deputy parliamentary group leader of the SPD. From 2001 until the local elections in 2011, he was also chairman of the main and finance committee of the city council. He was also a member of the Committee on Social Affairs and Health.

In 2007, Peter Feldmann and Sergey Lagodinsky founded the internal SPD working group of Jewish social democrats . The AJS is the first institutional organization of Jews in Germany in a party since 1933. In the working group, Peter Feldmann advocated a Jewish perspective in the SPD on foreign and domestic issues such as the Middle East conflict , right-wing extremism , integration and coming to terms with the past . After the resignation of Lagodinsky, due to the failure of the party order procedure in favor of Thilo Sarrazin , Feldmann was the sole spokesman for the AJS.

In 2011 he applied as his party's candidate for the mayoral election in March 2012 in Frankfurt am Main . Against his party rival Michael Paris , he won the candidacy with 53.76 percent in a membership decision. In the first round of the mayor election on March 11, 2012, he came second with 33.0 percent after the CDU candidate Boris Rhein (39.1 percent). In the runoff election on March 25, 2012, he clearly won 57.4 percent of the votes cast against Rhine, who came to 42.6 percent. The turnout was 35.1 percent.

In the first round of the mayor election on February 25, 2018, he came first with 46.0 percent, ahead of the CDU candidate Bernadette Weyland (25.4 percent). In the second ballot on March 11, 2018, he received 70.8% of the votes cast and was thus re-elected for a further term.

Feldmann's key political issues during the election campaign included limiting aircraft noise, education, the situation of the elderly in the city, building affordable housing, the internationality of the city of Frankfurt and the fight against child poverty. Here he is pursuing the goal of halving child poverty in Frankfurt during his tenure. He also wants to prevent the sale of the Nassauische Heimstätte .

Controversy

Some time after he took office, tensions emerged between the black-and-green magistrate on the one hand and the social democratic mayor on the other. In May 2013, the magistrate insisted on reassigning the position of the ninth full-time department head, while Feldmann wanted to save this position. After the resignation of City Councilor Volker Stein (FDP), the CDU politician Jan Schneider was elected to the new city council on June 6, 2013 against Feldmann's will. However, the mayor is responsible for the design of the departments.

When Feldmann reorganized the departments in October 2013, there was again resentment between him and the magistrate, among other things because he wanted to overthrow the previous head of school, Sarah Sorge. In Feldmann's opinion, the education department is in ruins after years under green leadership. In addition, city councilor Markus Frank (CDU) was deprived of responsibility for economic development; a task that Feldmann now took on himself.

During the discussion of these changes in the magistrate at the November 8, 2013 session, the dispute escalated. Feldmann responded by simply breaking off the meeting as the leader. Feldmann said he was not in a public question time. He also felt defamed by the fact that his opponents accused him of building a Politburo as a counterpart to the magistrate. As a result, the magistrate officially disapproved of him in its session on November 22, 2013 , an event that was unique in Frankfurt's political history.

On March 5, 2015, the Society for Education and Promotion , which is close to the Gülen movement , organized a "Peace Education Conference" in Frankfurt. During the election campaign for his second candidacy in February 2018, Feldmann was criticized by the Kurdish Community of Germany for visiting a DITIB mosque in Frankfurt-Höchst for election campaign purposes, which had previously been accused of praying to believers for a victory for the Turkish army to have called in the Afrin region .

Wife's salary affair

In November 2019, the Hessischer Rundfunk reported that Feldmann's wife Zübeyde Feldmann, who ran the first German-Turkish day care center "Dostluk - Friendship" for the Workers' Welfare Association (AWO), had already received the maximum salary for her tariff group and a company car after just under two years. In order to get the salary paid to them, you normally had to work for 17 years in the collective bargaining group. It is around 1,000 euros higher than the gross salary you get when you join.

The AWO applies the collective agreement for the public service and receives its personnel costs from the city of Frankfurt. She justified the classification of Feldmann's wife with the fact that the day-care center she ran was “a special institution with a model character”. Due to the “bilingual concept and the importance of the facility for the German-Turkish community”, special demands would be placed on the management, which would justify higher remuneration and the provision of a company car. Peter Feldmann himself had worked as mayor for the workers' welfare before taking office. According to media research, the special representative of the AWO district association Frankfurt Hannelore Richter - the wife of the district manager Jürgen Richter, with whom Feldmann is said to have a "long-term friendship", was responsible for the upgrade of Zübeyde Feldmann's salary and the granting of the company car.

Compared to the " Bild" newspaper, Peter Feldmann said of the allegations: "I had no influence on the drafting of the employment contracts at AWO, including my wife's contract, including payment and company car regulations." Feldmann also stated the amount of the Not knowing anything about his wife's salary or the company car. The Federal Association of Workers' Welfare confirmed at a press conference in Frankfurt on December 17, 2019 that Zübeyde Feldmann's salary was "obviously excessive". In August 2020, it became known that the Frankfurt Public Prosecutor had initiated investigations into the payments on suspicion of breach of trust. However, the proceedings are not directed against the Feldmann couple, but against former AWO managers.

Current managers at the Frankfurt AWO stated to the " Wiesbadener Kurier " that Zübeyde Feldmann had received several 10,000 euros from the AWO Wiesbaden in the period 2014 to 2017 and had "not performed any recognizable work" for this. In the context of the affair, Peter Feldmann's office distributed to journalists a document from the Hessian Ministry of Justice dated July 9, 2020, which was marked as a "confidential personal matter", in which the Frankfurt public prosecutor's office did not state any initial suspicion of a criminal offense against Peter Feldmann based on "the findings so far". Since the paper is classified as confidential and contains the name of the case officer and her contact details, the question of the legality of the disclosure was raised in the media.
