Udo Corts
Udo Corts (born February 26, 1955 in Hanover ) is a former German politician ( CDU ). From 2008 to 2020 he was a board member of Deutsche Vermögensberatung AG (DVAG) and has been chairman of the advisory board there since 2020.
Life
After attending school (including in Paris, Washington, Munich) with high school diploma in 1974 and completing two years of military service (Major dR), Corts studied law and political science at the universities of Giessen and Bonn from 1976 to 1982 ; Study visits also led to Amsterdam and London . The first legal state examination (1983) was followed by a legal clerkship and in 1986 the second legal state examination.
After a brief activity as a trainee in an insurance company in Cologne in 1986, he worked for the Federal Press Office until 1995 (including personnel and budget officer, press officer at the German Embassy in Canberra , deputy head of department abroad).
In 1995 Corts became a full-time city councilor in the City of Frankfurt am Main with responsibilities for u. a. Security, construction, transport and business chosen. In 1997 he prevailed in the election of district chairman of the CDU Frankfurt / Main as a liberal-conservative candidate against the Bundestag member Erika Steinbach and remained chairman until 2008. From 1998 to 2008 he was a member of the state executive committee of the CDU Hessen. In 1999 the Hessian Prime Minister Roland Koch appointed Corts as State Secretary to the Hessian Ministry of the Interior and for Sport.
In the state elections in Hesse in 2003 , Corts was elected as a direct candidate in the Frankfurt constituency 38 / Frankfurt / Main V (Bornheim, Nordend, Ostend). Surprisingly, Roland Koch appointed him to the head of the Hessian Ministry for Science and Art in his cabinet , which he headed as Minister until 2008. Corts gave up his ministerial office (as announced before the state elections in Hesse in 2008 ) at the end of the legislative period on March 31, 2008.
From April 2008 to the end of 2020, Udo Corts was a member of the Board of Management of Deutsche Vermögensberatung AG , where he was responsible for corporate communications, corporate coordination and law. He has been chairman of the DVAG advisory board since 2020.
In 2008 Udo Corts was awarded an honorary doctorate ( Dr. hc ) from Hanoi Law University for his contribution to the establishment of the Vietnamese-German University (VGU) in Ho Chi Minh City .
Corts as Minister of Science
During his time as Hessian Minister for Science and Art, Udo Corts initiated a number of funding programs to sustainably strengthen science and research. This includes, for example, the HEUREKA university development and renovation program, which plans to invest around 3 billion euros in the infrastructure of all Hessian university locations by 2020.
In addition, Corts initiated the state offensive for the development of scientific and economic excellence (LOEWE). As part of a competition, this program promotes more intensive networking between universities and scientific institutions with non-university research and industry.
In order to centralize and expand smaller humanities subjects, the three regional science centers in Marburg , Giessen and Frankfurt am Main were established. The largest cultural project in Hesse was launched in 2004 with the initiative “Museumslandschaft Hessen Kassel”. Around 220 million euros will be invested in the restructuring, renovation and restoration of the museums in Kassel by 2020 .
Udo Corts initiated the establishment of the Vietnamese-German University (VGU) during his time as Hessian minister. The university, which opened in Ho Chi Minh City in September 2008 , is a state-owned Vietnamese university whose academic structures are based on the German model of the Technical University of Darmstadt (TU Darmstadt) . The VGU is currently working closely with 32 well-known German universities. The establishment of the VGU is supported by the Vietnamese government, the German federal government and the Hessian state government with considerable budget funds as well as by the German Academic Exchange Service ( DAAD ) and the World Bank .
Corts and the tuition fees in Hessen
In December 2003, the Hessian state government under Roland Koch passed the controversial StudienGuthabenGesetz (StuGuG) against the massive protests from Hessian universities and student representatives . Long-term tuition fees of 500 to 900 euros had to be paid if the course exceeded the standard course duration by more than four semesters. As Minister of Science, Udo Corts was the decisive pioneer and a staunch advocate of the fees. In the first year after the introduction of the StuGuG (2004), the number of students in Hesse fell by 6.5%. Regarding the consequences of tuition fees, Corts said in the Frankfurter Rundschau on November 23, 2003 : “For some students, the fees will certainly lead to them completing their studies without an exam. Of course that's a defeat. But you don't have to see all your salvation in this degree. There are also other excellent paths in life. "
As of 2007, the Hessian state parliament (as in other countries) introduced general tuition fees with comprehensive social regulations (see tuition fees in Hesse ).
A series of lawsuits were directed against both laws based on Article 59 of the Hessian state constitution and the argument that the fees would be introduced retrospectively, as they also affected students who were already enrolled. In court, however, the position of the state government was confirmed and the constitutionality of the laws was confirmed by a 6: 5 majority of the judges.
In 2008 the tuition fees were abolished again by the red-red-green majority in the state parliament.
