The Koch II cabinet formed the state government of Hesse from April 5, 2003 to February 5, 2009 .

In the 2003 state elections , the CDU won enough seats to be able to provide the government on its own, which it did. Since it was not possible to find a majority capable of forming a coalition five years later after the state elections in 2008 , the old cabinet continued to govern. The two ministers Karin Wolff and Udo Corts nevertheless resigned from their office, but remained formally in office due to the legal situation. Their tasks were therefore taken over by the other ministers. On January 18, 2009, there were early elections and on February 5, 2009 the successor government was formed ( Koch III cabinet , until August 31, 2010).
