The Hessian Prime Minister is the head of government of the State of Hesse and thus chairs the Hessian state government . The Prime Minister's rights, duties and mode of election are laid down in the constitution of the State of Hesse . The official seat of the Hessian Prime Minister is the State Chancellery .

The Prime Minister manages the business of the Hessian state government and is responsible for the Hessian state parliament , so he has the authority to issue guidelines. In the event of a tie in the state government, his vote is decisive. The Prime Minister is elected by the Hessian state parliament for a term of five years. He has the right to determine the number of ministers and their areas of responsibility. He also has the right to pardon and represents Hessen externally.

After the election by the Hessian state parliament, the prime minister has to take the following oath in the state parliament:

"I swear that I will administer the office assigned to me impartially and to the best of my knowledge and ability and that I will follow and defend the constitution and law in a democratic spirit."

The Prime Minister and the Ministers can resign at any time. If the Prime Minister dies, the entire state government must resign. The state parliament can express its mistrust in the Prime Minister. Such a request must be made by one sixth of the MPs and approved by more than half of the legal MPs in a roll-call vote. If an unfavorable decision is reached, the Prime Minister must resign.

Volker Bouffier (CDU) has been Prime Minister since August 31, 2010 . Bouffier formed the Bouffier I to Bouffier III cabinets . He was the top candidate of the CDU Hessen in the state elections in Hessen in 2013 and 2018 .
