The Koch I cabinet formed the state government of Hesse from April 7, 1999 to April 5, 2003 .

For the formation of a government it was decisive that the FDP narrowly managed to get into parliament with 5.1% in the state elections in 1999 . There, together with the CDU, it had as many votes as were required for an absolute majority, which led to the formation of a black-yellow coalition.
