State election in Hesse 1954
The election to the 3rd Hessian Landtag took place on November 28, 1954 . The Bavarian state parliament was elected on the same day . The SPD suffered slight losses, but above all lost the majority in parliament that was based on the right to vote. However , Prime Minister Georg August Zinn (SPD) was able to continue to govern with the new coalition partner GB / BHE .
initial situation
Even if the CDU and FDP together received over 50% of the votes, the combination of proportional representation and one-person constituencies gave the SPD a clear majority of the seats in parliament. Prime Minister Georg August Zinn (SPD) led an SPD sole government . As a state politician, Zinn set priorities with the Hessen Plan and at the same time agitated against the federal government under Konrad Adenauer (CDU).
The CDU Hessen had positioned itself on the left in the political spectrum and suffered a dramatic defeat in 1950. In the middle of the electoral term, Wilhelm Fay replaced his hapless predecessor Werner Hilpert as CDU chairman and ended the left-wing course of his state party. With the CDU parliamentary group leader Erich Großkopf , the CDU had a dual leadership .
The FDP could look back on the FDP's best result to date in a state election. Together with the GB / BHE, the FDP had received 31.8% of the vote in 1950. In the state elections in 1954, both parties ran separately.
As in 1950, the electoral system was changed considerably before the state elections in 1954. The number of mandates was increased from 80 to 96, so that the proportion of direct mandates fell from 60 to 50 percent. In future, all seats will be allocated proportionally according to the D'Hondt procedure , the five percent threshold was retained. Direct mandates won were credited towards the seats allocated to the party. The main features of the allocation procedure are still valid today, however, for the allocation of seats in 1980, the d'Hondt maximum number procedure was replaced by the Hare-Niemeyer procedure and in 1988 two votes were introduced (constituency and state votes analogous to the first and second votes at federal level) instead of a single vote .

consequences
The SPD had lost votes and its absolute majority, but was able to win GB / BHE as a coalition partner. Zinn remained Prime Minister and formed his new cabinet . The CDU assessed the result as a “consolidation” of its position.

The electoral examination court ruled on March 16, 1955 about the validity of the election.
