The election for the 3rd Bavarian State Parliament took place on November 28, 1954. The state elections in Hesse took place on the same day . The turnout was 82.4%.

Starting point and result

There was a 10% threshold at the district level , i.e. H. a party had to achieve 10% of the valid votes in at least one of the districts in order to enter the state parliament.

Despite the big gains of the CSU , which rose to become the strongest party, Wilhelm Hoegner ( SPD ) was elected Prime Minister for the first time. Hoegner was Prime Minister 1945-46, but was then appointed by the American military government. The SPD, Bayernpartei , BHE and FDP formed a coalition of four and the CSU went into opposition. This was the last time that a Social Democrat succeeded in being elected Prime Minister in Bavaria , and also the only time in Bavarian post-war history that the CSU was not involved in the government elected by parliament. The coalition of four broke up in 1957 in the casino affair , with the help of which the CSU successfully sought the power struggle with the Bavarian party. The CSU then formed a new government with the FDP and BHE , which was headed by Hanns Seidel .
