Alfons Goppel (CSU) had already announced before the election that after 16 years of service, he would not apply for a new term as Prime Minister of Bavaria. The CSU chairman Franz Josef Strauss , up to now the economic and financial policy spokesman for the CDU / CSU parliamentary group in the Bundestag, therefore accepted the top candidacy and applied for Goppel's successor.
Helmut Rothemund , who had taken over the state chairmanship from Hans-Jochen Vogel in 1977, stood for the SPD for the first time .
After the election, the CSU formed a sole government under the leadership of Strauss ( Strauss I cabinet ), who switched from federal to state politics.
