Horst Westerfeld (born May 14, 1951 in Burgholzhausen ) is a German business IT specialist . From June 16, 2008 to January 20, 2014 he was Chief Information Officer (CIO) of the State of Hesse and authorized representative of the Hessian state government for e-government and information technology .

Life

Westerfeld completed an apprenticeship as a machine fitter from 1967 to 1969 at Daimler-Benz AG in Bad Homburg. From 1970 to 1973 he studied mechanical engineering at the Giessen-Friedberg University of Applied Sciences with a degree in engineering. He then continued his studies at the Universities of Giessen and Frankfurt . He completed his studies with the minor subjects physics and philosophy in 1978 with a degree in mathematician.

From 1978 to 1980 he worked as an application developer for Siemens AG . Between 1980 and 1984 he worked for the Control Data Corporation in Frankfurt. In 1985 he was a Key Account Manager at Computer Vision . From 1986 to 2006 he returned to Siemens AG in various positions. In 2007 he took over the project management of Germany-Online-Infrastructure . On June 16, 2008, he became the representative of the Hessian state government for e-government and information technology. He exercised this function as joint State Secretary in the Hessian Ministry of Finance and in the Hessian Ministry of the Interior and for Sport . In his function, he was a member of the IT planning council from 2009. Westerfeld retired on January 20, 2014.

Other offices

Westerfeld has been a lecturer at the Johann Wolfgang Goethe University in Frankfurt am Main since 2002 . He is also involved in the association of electrical engineering, electronics and information technology , where he was chairman of the board of the VDE Rhein-Main eV from 2007 to 2011 and has been a member of the executive committee since 2012. Westerfeld is a founding member of the E-Finance-Lab eV founded in 2004 , the ISPRAT eV founded in 2007 , the House of IT eV founded in 2010 and the National E-Government Center eV founded in 2013. He is also a member of the CDU .
