Otto-Erich Geske

Otto-Erich Geske (born June 14, 1931 ) is a German lawyer and former State Secretary in Hesse.

biography

Geske, born in 1931, studied law and economics from 1952 to 1961 at the University of Hamburg , the Free University of Berlin and the Georg-August University of Göttingen . Stations of his university education were the diploma examination for economics in 1961, the first (1957) and second (1965) state law exams as well as the doctorate to the Dr. jur. in Göttingen 1959.

In 1967 he was a research assistant in the SPD parliamentary group and moved to the Federal Ministry of Finance in 1969 as head of the ministerial office and in 1972 as head of the management staff in the Federal Ministry of Defense . From 1973 he worked in the Federal Ministry of Finance as a department head for fundamental questions and from 1974 as a department head for financial relations with the EC, states and municipalities as well as international financial matters. From 1982 he was a ministerial director in temporary retirement and advisor to the SPD parliamentary group for the area of public finance as well as advisor to federal states for litigation before the Federal Constitutional Court in financial equalization issues .

In 1990 Geske was with the approval of the Federal Finance Minister Theo Waigel as an advisor to the GDR Finance Minister Walter Romberg in East Berlin, in particular for the preparation of the Unification Treaty and the development and financing of the new states and their communities. From 1991 to 1994 Geske was State Secretary in the Hessian Ministry of Finance . In connection with the dismissal of the managing director of the Hessian Lotto company , criminal charges were brought against him ( lottery affair ), as a result of which he resigned from his office in 1994. The criminal proceedings were later discontinued with the consent of the public prosecutor's office at the expense of the state treasury , which also had to bear Geske's necessary expenses.
