Leif Åke Ringquist (* 2. October 1942 ) is a Swedish diplomat in retirement .

Life

In 1981 he was first class secretary of the embassy in Vienna . In 1990 he was a delegation councilor in the Ministry of Foreign Affairs, responsible for the implementation of the ban on visits to ships carrying nuclear weapons in Swedish ports. A planned visit to the HMS Brilliant (F90) in the seaport of Gothenburg on June 28, 1990 was canceled without giving any reason. From 1997 to 2003 he was ambassador to Riyadh ( Saudi Arabia ) at the same time he was accredited in Muscat and Sanaa . His term of office was after the end of 1994, when Foreign Minister Mats Hellström sought a more restrictive arms export policy. Previously, in a memorandum of January 17, 1994, the government of Carl Bildt had stated that all six western states on the Persian Gulf , to which Saudi Arabia belongs, comply with the guidelines for the purchase of military equipment, which are not war material for the Combat use are. This meant that the then government believed that there were no serious and grave human rights violations in Saudi Arabia. According to the Svensk vapenexportpolitiken (Swedish arms export policy ), particular caution is required if "the information is insufficient" in the intended buyer country.

“Det är svårt för ambassaden av få förstahandskunskap om brott motmännkliga rättigheter in Saudi Arabia.

(It is difficult for the embassy to experience firsthand the human rights violations in Saudi Arabia) "
