The Capitol Insurance is the location of a TV documentary. A camera team follows the day-to-day office work of the claims settlement department M to Z, which is headed by Bernd Stromberg, with the camera. Stromberg, of course, wants his team to always be shown from the best side, especially since his supervisor, Ms. Berkel, tells him that his team is under special observation as part of a restructuring of the claims settlement departments. But Stromberg rarely succeeds in putting the department in a good light. An obscene drawing by Tanja Seifert, a clerk, is discovered on the toilet. Berthold Heisterkamp, who is always called Ernie by his colleagues, takes on the search for perpetrators by asking colleagues questions about the course of events and having drawings of the same motif drawn on a flipchart. Stromberg is trying to get a better parking space on the company's premises. During a conversation, Stromberg offers his colleague Hilpers, who is responsible for the company parking lot, a cigar - to influence his decision - although he knows that he suffers from severe asthma . “Röchel-Hilpers” ends up in the hospital and dies. Stromberg, who is accused by Hilpers' wife of having rammed her car, takes care of the poor woman, but he also makes her an immoral proposal during the conversation. A video from a surveillance camera shows that Stromberg actually rammed Ms. Hilpers' car. He pays the damage to the widow in cash. When Stromberg wants to draw an organizational chart for the department on the flipchart in the presence of Ms. Berkel, the collected drawings of the colleagues that Ernie had made come to light. Stromberg's colleague and strongest competitor in the fight for the overall management of the claims adjustment department, Sinan Turçulu, has passed professional training with a top result and is highly praised by Ms. Berkel for this. Stromberg's department, however, again attracts negative attention during a fire alarm when Ms. Berkel discovers that Stromberg has apparently still not appointed a fire protection officer, although she had pointed this out to him a few months earlier. Stromberg spontaneously decides that Ulf Steinke will take over this position with immediate effect. However, Ulf is reluctant to accept this decision. In order to be able to leave a good impression on Ms. Berkel again, Stromberg plans to give her a special present for her birthday. However, his idea to give her a massage chair goes completely wrong. Mrs. Berkel discovers the armchair in Stromberg's office and asks him to remove it from the office immediately. Still looking for a present, Stromberg gets wind that Turçulu is bidding on tickets for a Robbie Williams concert on the internet auction platform eBay . He doesn't want to miss this top gift. He found the offer on the Internet, and when there were only a few seconds left to bid, he manipulated the fire alarm in his office with a lighter so that another fire alarm was triggered. Ulf works as a fire protection officer and gathers the whole team - except for Stromberg - in front of the company. Stromberg is staying at the Capitol because he has still not found a new apartment. Theo Hölter, an old school friend of his, appears in the Capitol. He records Stromberg in his apartment for a short time. According to Mr. Becker, Ernie should work on his “social skills”. So he founds a lottery syndicate that even wins several hundred euros in the evening draw. Since Stromberg's tip was the right one, he claims the profit for himself, although it belongs to the entire syndicate. Stromberg has meanwhile worked with Wehmeyer and Dr. Nübel, a manager from the human resources department, was made popular. He beckoned to be promoted to overall manager, as Becker is also promoted. The feeling of an imminent promotion inspires Stromberg. Once again he promises Ulf that he will be able to take over his position and campaigns for him at Wehmeyer. A party is thrown in the department after Stromberg's promotion. Ulf is already planning how he will redesign Stromberg's office when he takes over his position. Jennifer Schirrmann is caught having oral sex with Stromberg in the office . Stromberg continues to insult the canteen cook, for which he was previously warned by Wehmeyer. The cook then complains to the company's board of directors. Since the cook's cousin is on the board of directors of the Capitol, Stromberg is demoted and transferred to Finsdorf, a desolate village nearby. At the same time, he tries to use Tanja Seifert's initial difficulties in her new position in his favor: Ulf does not accept Tanja as boss; by telling a colleague that he “just screwed away” the new seating plan, he undermines her authority. Some other employees don't take Tanja as a manager very seriously either and want to swap places. Ulf plays office ball with his colleagues. In the hustle and bustle, Tanja’s nerves are soon bare and during lunch in the canteen she also offends Jennifer Schirrmann by alluding to her affair with Stromberg. Stromberg does field sales with Ms. Prellwitz and receives more schnapps than interest in the insurance offers submitted from Bauer Overbeck, since the farmer has previously found cheaper insurance on the Internet. Bernd visits Jennifer and his former subordinates, where he tries to take advantage of the situation in his favor. He incites Ulf and Jennifer and causes the two to complain to Becker about Tanja. Since everyday work in Finsdorf is not as stressful as it is in the city, Joachim invites one of his colleagues from the volunteer fire department to the office. Stromberg doesn't like that at all, he initially insults him as a “village nose”. The situation is brought under control by Joachim and Stromberg then drives to the Capitol to meet his old colleagues. Ernie has now reached a point where he needs professional help, but instead Stromberg reluctantly takes him to Finsdorf to prove “that the department is important to him”. Ernie feels visibly more at home here, because Ms. Prellwitz and Joachim treat him like a work colleague and not like a problem child. Jennifer's mood improves as Ernie is actually feeling better with the change of job, and she agrees to meet Stromberg for dinner. Meanwhile, Mr. Becker has to gradually criticize Tanja because none of the employees is constantly at his workplace and cannot be reached that way. Ulf confirms this criticism by getting a projector for a romantic video evening despite Tanja's request to stay at work. To justify his absence, he claims in front of Mr. Becker that the projector was used internally, which is why the video evening has to take place in the office, which can be seen in the last scene. In the evening, Stromberg goes to an inn in Finsdorf, the "Ochsen", with Jennifer. Here he meets Joachim with his fire brigade regulars table, which includes Ernie and Joachim's friend, who was insulted by Stromberg that morning. After the unsuccessful engagement application, Stromberg brings Jennifer to work. However, Jennifer is no longer interested in a relationship with Stromberg. In Finsdorf, Stromberg Sally offers term life insurance instead of insurance for her body, which, however, only pays in the event of an amputation. Sally strips in the Capitol for Ulf, which is not met with enthusiasm by Tanja, who comes later. Joachim introduces Stromberg to his cousin Gernot Graf, who is applying to succeed Joachim in Finsdorf. Gernot lacks an arm and he has very bad manners and poor skills. Stromberg rejects him. Meanwhile, there are dissatisfaction between Tanja, Ulf and Mr. Becker, as Mr. Becker asks Tanja to postpone her honeymoon with Ulf, because there is currently a lack of staff in the Capitol. Stromberg then suggests Gernot as a replacement, with the aim of weakening Tanja's department even more. Stromberg processes the application documents in such a way that they make Gernot appear in a somewhat better light. Gernot misbehaves in the department and doesn't stop at insulting his colleagues. Only with Ernie he gets along very well, plays darts with him and helps him to refresh his ego a little. Stromberg incites Gernot against the department on the one hand and the department against Gernot on the other. Stromberg was able to report several insurance contracts to the head office and was given a bottle of wine out of gratitude. In an arrogant manner, however, he refuses to pay the damage to Mr. Nehring, who is known as an influential resident of Finsdorf. In solidarity with Mr. Nehring, many people from Finsdorf cancel their insurance, which puts Stromberg in dire straits. He feels compelled to get more involved in Finsdorf community life. He succeeds, partly threatening, partly pleading, in persuading Tanja to withdraw the rejection of Nehring's application after all - in violation of regulations. At the same time he suggests Jennifer to spend a nice evening with him again. When he explains to her that he wants to take part in a local council meeting in Finsdorf, she realizes the ulterior motive, but agrees to help him. The relationship between Tanja and Ulf continues to deteriorate, while Ernie has fallen in love with a young woman from the self-help group who finds him particularly attractive because of his depression. Stromberg informs Nehring that he has approved his application, takes part in the council meeting and steps in as a baritone in the community choir. With charm, jovial mood songs, fake Finsdorf patriotism and lots of alcohol, he manages to win back the hearts of some Finsdorfers. When Becker found out about the approval, he knocked Tanja down and regretted the decision to have promoted her. This then collapses and gets a crying fit. Stromberg falls coldly in the back and agrees with Becker. For this Jennifer despises him, who stands by Tanja in this matter. In the final scene, Ernie can be seen smooching with his new flame Mia. | |||||

When Stromberg had to put on a friend's foul-smelling rifle club jacket to pose for a photo for the Finsdorfer rifle club newspaper, a fuse blows for him. He decides to take back "his" department and staged a commemorative event there on the day of Erika's death, which he generously brought forward by a few days. Tanja is currently in a meeting. Stromberg pours a lot of alcohol and thus ensures that the entire department does not process the important figures for Tanja.
