The term naval minister denotes the Reich ministers to whom the Reichsflotte was subordinate in the provisional central authority in 1848/1849 . In addition, this is the colloquial term for the heads of the Imperial Admiralty or the State Secretaries (comparable to ministers, but without ministerial responsibility ) in the Imperial Navy Office of the German Empire. The Reichsmarineamt emerged in 1889 from the Imperial Admiralty, which was dissolved in 1888, and became part of the Reichswehr Ministry in 1919.
During the 46 years in which the heads of the Imperial Admiralty and the State Navy Secretaries represented naval affairs to the Reich Chancellor, eight military men performed this task.
