Lothar Finzelberg

Lothar Finzelberg (born October 20, 1953 in Genthin ) is the former district administrator of the Jerichower Land district . He was convicted of bribery and unofficial false testimony.

Life

From 1960 to 1968 Lothar Finzelberg attended the Diesterwegschule Genthin- Altenplathow , then switched to the Extended Oberschule Genthin, which he graduated from high school in 1972. From 1972 to 1974 he did basic military service in the National People's Army (NVA) of the German Democratic Republic ( GDR ).

From 1974 he studied at the Leipzig University of Construction, and in 1977 he joined the Leipzig Technical University . He completed his studies in 1979 with a degree in engineering and economics. From 1978 to 1982 he was investment construction manager in the agricultural construction of the Magdeburg district , employee in the agricultural sector of the Magdeburg district council . From 1982 to 1989 he worked in the Genthin District Council as a territorial planning officer and chairman of the district planning commission.

From December 30, 1990 to 2001, Lothar Finzelberg worked as an independent financial advisor.

Lothar Finzelberg has been married since 1981 and has two daughters and two grandchildren.

Functions

On November 9, 1989, the district council of the then district elected Genthin Finzelberg, then SED member, as chairman of the district council. From 1994 to 2001 he was a member of the district council in the district of Jerichower Land. In a runoff election against Stefan Karnop (CDU) on May 20, 2001, he was elected to the district administrator of the district of Jerichower Land with 61.8 percent of the vote and a turnout of 28.1 percent. He was a member of the PDS and has been non-party since 2003. When he was re-elected as district administrator on April 22, 2007, he clearly won with 60.1 percent of the vote and a voter turnout of 36.3 percent. Armin Friedrichs ( SPD ) received 21.5 percent, Jürgen Michalek ( CDU ) 14.3 percent and Frank Zielinski (non-party) 4.0 percent of the votes.

Lothar Finzelberg was a member of the Board of Directors of Sparkasse Jerichower Land.

Since 1996 Finzelberg was the chairman of the Kreissportbundes (KSB) Jerichower Land. He was also Vice President for Policy Issues and Sports Development of the State Sports Association of Saxony-Anhalt.

On July 11, 2014, he passed on his office as district administrator to Steffen Burchhardt .

Convictions for corruption and false testimony

Since June 2010, the Stendal public prosecutor's office has been investigating Finzelberg for bribery in office.

After a 21-month trial, Lothar Finzelberg was sentenced in the first instance by the Magdeburg Regional Court to a prison sentence of two years and ten months for corruption and tax evasion . That Finzelberg accepted favors from companies for a long time during his time as district administrator in the district of Jerichower Land , the Economic Criminal Chamber saw as proven. In return, he had enabled and covered illegal garbage dumps in two clay pits in Möckern and Vehlitz . Finzelberg had always denied these allegations. The public prosecutor's office had demanded more than four years in prison, as they assumed the bribe was worth more than 200,000 euros. According to the court, favors worth 56,000 euros could be proven. The public prosecutor's office as well as the defense appealed against the judgment. In the appeal, the judgment was confirmed by the Federal Court of Justice . In addition, Finzelberg was sentenced to six months' imprisonment on probation by the Magdeburg Regional Court for unofficial false testimony.
