Luis Alberto Arce Catacora (born September 28, 1963 in La Paz ) is a Bolivian economist, university professor and politician.

biography

Luis Arce completed his training as chief accountant (Contador General) at the Instituto de Educación Bancaria in 1984 . In 1991 he graduated from the Universidad Mayor de San Andrés in La Paz with a bachelor's degree in economics . In the United Kingdom , he completed a master's degree at the University of Warwick from 1996 to 1997 . In addition, he worked for the Bolivian central bank from 1987 to 2006. After completing his studies, Arce taught at various universities in Europe, North and South America. He is the author of several books and articles. Politically he is close to socialism , his political role model is Marcelo Quiroga Santa Cruz . In 1999 he founded the group Los Duendes together with former members of the PS-1 party . During their weekly discussion groups he got to know Álvaro García Linera . When he was invited by the Movimiento al Socialismo (MAS) to run for the office of Vice President, he was supported by Los Duendes, and together they worked on the MAS government program.

In January 2006, at the beginning of Evo Morales' long-term presidency , Luis Arce became Minister of Finance of Bolivia, and Minister of Finance and Economy in 2009. He remained in office until the end of Evo Morales' presidency in 2019, with a brief hiatus for health reasons. He is considered a confidante of Evo Morales.

In the first year of his tenure, the country's oil and natural gas reserves were nationalized. Between 2005 and 2018, the proportion of the population living in extreme poverty fell from 38.2 to 17.1 percent, and the average economic growth during Arce's tenure was 4.9 percent.

After Morales resigned under pressure from street protests and the military in 2019, Arce went into exile in Mexico . On January 19, 2020, Morales announced that Arce had been selected as a candidate for the presidential election in Bolivia in 2020 at a meeting of leading representatives of the MAS in Buenos Aires . Former Foreign Minister David Choquehuanca was nominated as a vice-presidential candidate.
