Lydia Wanyoto Mutende (* 1974 ), but often just Lydia Wanyoto , is a Ugandan politician and diplomat. She is currently the African Union Deputy Special Representative of the Chairperson of the African Union Commission and provisionally headed AMISOM between July and August 2014 , as the previous head Mahamat Saleh Annadif has resigned from his post.

Mutende has a Bachelor of Laws and a Bachelor of Education Languages ​​in English Literature, English Languages, French and Swahili . Afterwards she received a Masters in Women and Gender Studies and a Masters in Human Rights. As a postgraduate, she went to Johns Hopkins University in Baltimore to study media relations. She then went to Pretoria to attend postgraduate training on information, education and communication, as well as mass communication. Finally, she completed her postgraduate studies at the Eastern and Southern African Management Institute (ESAMI) in Arusha on topics in the fields of international trade and international law.

Mutende was a member of the East African Legislative Assembly (EALA) from 2001 to 2012 , where he chaired the following committees: Committee for General Affairs in the Social Development Sector, Committee for Budget and Finance, Committee for Gender and Social Development, Committee for Interest Groups , marginalized communities and groups, the East African Community Inter-Parliamentary Committee on Health, Population and Development, the Agriculture, Tourism and Natural Resources Committee and the EALA Media and Publications Committee. From 1997 to 2008 she was deployed as an election observer in Kenya , Tanzania , Rwanda and Ghana .

After her time at the East African Legislative Assembly, she became the African Union Deputy Special Representative of the Chairperson of the African Union Commission and, on July 2, 2014, acting head of AMISOM until Maman Sambo Sidikou took office in August 2014.

Mutende is the widow of the former State Minister of Industry James Shinyabulo Mutende , who died on October 3, 2015 at the age of 53.
