His older brother Gray Ruthven, 2nd Earl of Gowrie is a conservative British cultural politician. He is the godchild of Freya Stark , of whom he edited several photo volumes.

Ruthven studied literature at Cambridge University , where she received her doctorate in political science. He started out as an editor at the BBC . He specialized in religious and Middle Eastern issues and publishes in this area. Ruthven works as a political advisor and has taught at several universities in the UK and the US.

Ruthven is considered to be the creator of the term Islam fascism : Authoritarian government, not to say 'Islamo-fascism' is the rule rather than the exception from Morocco to Pakistan. Ruthven himself relativizes both his first authorship and the sharpness of this term.
