Manfred Murck

Manfred Murck (born April 22, 1949 in Willingen (Upland) ) is a German sociologist . From May 2011 to July 2014 he was head of the State Office for the Protection of the Constitution of the Free and Hanseatic City of Hamburg and from January 2013 to July 2014 he was chairman of Working Group IV “Protection of the Constitution” of the Standing Conference of Interior Ministers and Senators of the Federal States .

Life

Murck studied sociology at the Johann Wolfgang Goethe University in Frankfurt am Main . In 1980 he did his doctorate under Karl Otto Hondrich in Frankfurt on the "Sociology of Public Security - a State Task from the Point of View of the Citizens". In 1982 Murck switched to the department of urban research headed by Jürgen Friedrichs at the Institute for Sociology at the University of Hamburg as a university assistant ; he was a lecturer at the universities of Frankfurt, Hamburg and Münster.

career

In 1984 Murck moved to the “Public Security” department of the Interior and Sports Authority of the Free and Hanseatic City of Hamburg. From 1987 to 1997 he was seconded to the Police Leadership Academy in Münster-Hiltrup (today the German Police University ) as head of the social sciences department . Murck went back to Hamburg in 1997 and was initially deputy head of the State Office for the Protection of the Constitution.

Several attackers in the attacks on September 11, 2001 in the USA had lived in Hamburg for some time (“ Hamburg terror cell ”) and had not been discovered by the security authorities in time. In the years that followed, Murck made the observation of “Islamism” a focus of the state office. He defended the federal structure of the protection of the constitution against centralization efforts of the federal interior minister. He also represented this position in the ongoing discussion about the realignment of the protection of the constitution after the right-wing extremist terrorist cell National Socialist Underground became known . As chairman of Working Group IV of the Conference of Interior Ministers, he oversaw the further implementation of the measures for reforming the protection of the constitution called for by the interior ministers, the NSU investigation committee of the Bundestag and the federal-state commission on right-wing terrorism. Against the background of the Syrian conflict , Murck noted that the Salafist scene was becoming increasingly solidified, also at the local level and in individual districts. He called for appropriate cross-agency intervention concepts that include the Muslim communities.
