After graduating from the IGS Langenhagen , Brunotte did his community service at Johanniter-Unfall-Hilfe . He then trained as a banker at NORD / LB in Hanover. He then studied economics and law without a degree and was an independent organizational and political advisor and lecturer in local politics until he moved into the state parliament .

In 1994 Brunotte became a member of the SPD. Brunotte is financially responsible for the SPD sub-district Hanover region and is therefore a member of the executive board of the sub-district. Since 1997 he has been councilor of the city of Langenhagen. There he is chairman of the education committee and youth policy spokesman for the SPD parliamentary group. In 2000, Brunotte was elected chairman of the SPD local association in Langenhagen. In 2001 he graduated from the Social Democratic Municipal Academy.

In the 2008 state elections , he ran as a direct candidate in constituency 31, but lost 31.9 percent of the vote to Emil Brockstedt , the CDU candidate . Nevertheless, he moved into the Lower Saxony state parliament as the 26th of the SPD state list . In the SPD parliamentary group, he became the spokesman for the areas of housing construction and the penal system / criminal assistance.

Although he was able to increase his votes to 35.7 percent in the subsequent state election in 2013 , he was defeated by candidate Rainer Fredermann of the CDU. Again he moved into the Lower Saxony state parliament via the SPD state list. In the new parliamentary group he was given the chairmanship of the committee for the protection of the constitution in addition to his participation in the previous committees.

In the state elections in 2017, Brunotte was able to increase his first vote result again and received 37.0 percent of the votes. Nevertheless, he was again subject to the CDU candidate Rainer Fredermann. Due to the good first vote result of the SPD, however, no mandates were awarded via the state list, so that Brunotte was no longer a member of the 18th Lower Saxony state parliament.

After leaving the Lower Saxony state parliament , he became a full-time director of the district association of workers' welfare on July 1, 2018 .
