Solodkin graduated from Moscow University from 1969-1974 with a degree in geography. In 1981 she earned a Ph.D. (Russian кандидат наук 'candidate of the sciences'). 1975–1990 she taught at the All Union Finance Institute. 1987–1990 she also worked as a lecturer in the economics department of the university. In 1991 she emigrated to Israel. From 1991–1996 she worked at the Mayrock Center for Research on Russia and Eastern Europe at the Hebrew University in Jerusalem .

Solodkin was first elected to the Knesset in 1996 for Yisra'el ba-Aliyah . From August 1999 to July 2000 she was Deputy Minister for Immigration. When the party joined Likud in 2003 , it first switched to this faction, but in 2005 was one of the MPs who founded Kadima (initially under the name Achrajaut Le'umit ). In the 2006 general election she was elected sixth on the Kadima list, and in the 2009 election she was elected tenth in the Knesset. For the general election in 2013 it did not occur, since Kadima had little chance of a seat in the Knesset.

Solodkin also wrote articles for newspapers and magazines and books. She was married and had two children. Most recently she lived in Ashkelon .

Solodkin died of a stroke at the age of 60 in a hotel room in Riga, where she was attending a conference against fascism.
