A sleepy island off the coast of Croatia . Nothing special seems to happen until the ghost of Josip Broz Tito appears at a funeral of an old partisan . But he is seen more often: by painters and Lule, a mentally ill person from the asylum on the island. The news reaches the mainland and the young policeman Stipe Macula ( Dražen Kühn ) is sent to clarify the situation. But he is only supported by the marijuana addict Toni and the not exactly intelligent Miško. And the pretty young teacher Slavica ( Linda Begonja ) also moves into his mother's house . The news spreads and one morning a group of old partisans arrives to see Tito's ghost. First the capitalist mayor Luka ( Ivo Gregurević ), who has already bought up half the island, wants to send them away again, but he sees the chance to revive tourism on his island. He owns the only hotel and no tourist has ventured to the island for 10 years. He holds May Day parades and renovates the museum again. He is even considering making the spirit of Erich Honecker appear for the Germans, Stalin's for the Russians, and Mao Zedong for the Chinese. He also prepares the inhabitants for the tourist season: they should learn by heart slogans and the colors of the partisan's clothing. One evening Stipe, Toni and Miško get a hot lead. You go to the cemetery and see Slavica and Drug Tito (Croatian comrade Tito) in person. It turns out that it is only Slavica's father Jakov ( Boris Buzančić ) who is also in the institution. But when two secret national security agents (Danica Skulić and Lijan Mulderić, who parody the X-Files television series ) arrest Tito, the communists freaked out. You won't let yourself be stolen from Tito again. They steal guns and usurp the power of the island. The socialism is reintroduced, Local nationalized and manage workers itself again It will even out a trial of Stipan, Luka, Miško, Toni and the two secret agents. - 5 years in prison with hard labor was the verdict.
