Matthieu Orphelin (born December 3, 1972 in Saint-Nazaire ) is a French politician who has been a member of the National Assembly for the 1st constituency of the Maine-et-Loire department since the 2017 general election .

Education, professional career

Orphelin has an engineering degree from the École centrale de Nantes and a doctorate from the Ècole des Mines de Paris . He is a specialist in energy policy and in the fight against climate change. He has always dealt with politics and especially with pedagogy training and issues of solidarity.

Orphelin has spent most of his professional career at the Agence de l'environnement et de la maîtrise de l'énergie (ADEME), where he was Head of the Evaluation and Monitoring Department. He also advised Michèle Pappalardo, then chief of staff in the team of Chantal Jouanno and Philippe Van de Maele.

From 2007 to 2010 Orphelin was involved in the Grenelle de l'environnement forum , working in particular on the subjects of building planning and tax measures, as well as in the areas of energy poverty, ecological restructuring of the economy and training for future professions.

Political career

Orphelin headed the list of Europe Écologie-Les Verts for the Maine-et-Loire department in the 2010 regional elections . He was elected and became Vice-President of the Pays de la Loire Region Council and Chairman of the Vocational Training and Education Committee.

During the 2011 primaries for the Greens for the 2012 presidential election , he served on Nicolas Hulot's campaign team.

In the National Assembly

Orphelin was elected to the National Assembly in the elections on June 18, 2017 for the 1st constituency of the Maine-et-Loire department.

In the National Assembly, Orphelin works on the Committee for Sustainable Development, Spatial Planning and Regional Planning. He is a member of a committee on plant protection products. He also heads the Vanuatu Friendship Group and is Secretary of the Indian Friendship Group.

In September 2018, Orphelin supported Barbara Pompili's candidacy for election as President of the National Assembly .

In the following month he gathered a group around him that "accelerate the ecological and solidarity reconstruction!" and which brought together more than 120 parliamentarians from six of the seven political groups. Led by Orphelin, Aurélien Taché and Hugues Renson , a group of around 20 members of the LREM group was formed at the end of 2018, who expressed the wish to raise social and ecological awareness and to respond more to the concerns and concerns of the citizens. This initiative was widely seen as the creation of a left wing within the group.

Orphelin resigned from the La République en marche parliamentary group on February 6, 2019 . He declared his resignation by saying that he had done everything to raise awareness of environmental problems, but to no avail. In particular, he cited the lack of progress in climatic and ecological terms and criticized certain government decisions in this context. He is close to former Environment Minister Nicolas Hulot , who resigned in 2018 for precisely these reasons.

In May 2020 he became one of the initial two co-chairs of the new Écologie Démocratie Solidarité parliamentary group , which consists mainly of renegade members of the LREM group.

Viewpoints

Orphelin supported the candidacy of Cédric Villani for the office of mayor in the 2020 local elections in Paris .

In July 2019, Orphelin voted against the ratification of the Comprehensive Economic and Trade Agreement (CETA) between the EU and Canada .
