Max Planck Encyclopedia of International Law

The Max Planck Encyclopedia of Public International Law ( MPEPIL) is an online encyclopedia that deals with international law.

It is published under the patronage of Professor Rüdiger Wolfrum , Director of the Max Planck Institute for Comparative Public Law and International Law. The initiative to create the MPEPIL began in 2004 and the online version was launched in September 2008. It is a new edition of the encyclopedia of international law, which was published between 1991 and 2001 by Rudolf Bernhardt. In February 2012 the print edition was published by Oxford University Press . The encyclopedia is reviewed by specialist colleagues.

The encyclopedia had several precursors, starting with Karl Strupp's dictionary of international law and diplomacy (1924–1929), Hans Jürgen Schlochauer's dictionary of international law (1960–1962) and Rudolf Bernhardt's encyclopedia of international law (EPIL), which was under the auspices of 1981–1990 of the Max Planck Institute for Comparative Public Law and International Law.

Sean D. Murphy wrote in a review of the work in 2013: "All in all, there is no question that the Max Planck Encyclopedia lives up to its claim to be the authoritative reference work of international law."

MPEPIL is an updated, comprehensive work that covers the essential topics of international law. The new work is not just a revision of Rudolf Bernhardt's encyclopedia. Rather, new authors have completely rewritten almost all entries. MPEPIL contains numerous new topics to capture the latest developments in international law. In order to do justice to the changing character of law, the relevance of the individual keywords for contemporary international law was emphasized more strongly.

Particular attention was paid to the contextualization of the individual topics within international law and the presentation of current trends, with the focus still on the mainstream / majority view. In order to achieve the goal of avoiding a purely Eurocentric perspective, the support of scientists and practitioners from different legal circles and perspectives was obtained right from the beginning of the project. The intention is for MPEPIL to be a work that reflects international law from a global perspective while also taking regional views into account.

As of April 2020, MPEPIL contains 1,618 articles. A total of 1,700 articles are planned for the website with four content updates per year. After completion, the MPEPIL will cover the following overarching subject areas and article types:

As the information contained in many of the articles may be out of date, authors are asked to update their articles annually for the first three years after the electronic publication of the entire MPEPIL.

Personnel and managers

Contributors

Over 900 authors from around the world (74 countries) have agreed to submit articles to the MPEPIL. Among them are not only well-known professors, judges and legal practitioners who deal with international law, but also young academics and researchers. The latter were included to promote the progressive nature of the MPEPIL.

Advisory Committee

An advisory board, made up of renowned experts in various areas of international law, reads and evaluates each article and is supposed to keep an eye on the high standard of the publication.

The members of the advisory board include: Rudolf Bernhardt, Armin von Bogdandy , Edith Brown Weiss, Jean-Pierre Cot , Yoram Dinstein, Thomas Franck, Jochen Abr. Frowein, Meinhard Hilf, Rahmatullah Khan, Martti Koskenniemi , Thomas Läufer, Thomas A. Mensah, Hanspeter Neuhold, Francisco Orrego Vicuña, W. Michael Reisman, Bruno Simma , Daniel Thürer , Christian Tomuschat , Tullio Treves, Rüdiger Wolfrum and Michael Wood.

Employee

At the Max Planck Institute, a number of people have been or have been involved in the MPEPIL project since its inception. The employees include: Senior editors, who are responsible for the preparatory work, supervise the entire project and, for this purpose, supervise the participation in all phases of the editing and publication process, whereby a high quality level of the individual articles is to be guaranteed. Internal legal advisors, who work as Senior Research Fellows at the Max Planck Institute, help with quality assurance, the support of overarching topics and the review of the articles. The editorial team consists of assistants, editors and student assistants. The editors check each article to ensure that it conforms to the project's style requirements and ensure the validity and content of the authors' statements.

Availability

The MPEPIL is available in electronic form. Oxford University Press (OUP) started online publication in September 2008 with more than 450 articles. The MPEPIL is constantly being updated through regular updates until its entire content is accessible online. In 2012, a print edition consisting of 12 volumes plus an index volume was published for the first time.
