Otto Max Koebner

Otto Max Köbner (born June 2, 1869 in Breslau ; † January 27, 1934 in Heidelberg ) was a German administrative lawyer and university professor.

Live and act

As the son of the secret medical councilor Heinrich Köbner , he studied law at the University of Berlin , where he also received his doctorate in 1891. jur. and in 1895 Dr. phil. received his doctorate . He then worked as a referendar , from 1897 as a court assessor and from 1898 as an unskilled worker in the Reichsmarineamt to deal with legal and economic matters in the Kiautschou protected area . From 1907 he worked as a lecturer at the central administration for the Kiautschou protected area and from 1915 as a war advisor in the Reich Ministry of the Interior. In 1902 he began teaching at the University's Oriental Seminary. After his habilitation as a private lecturer in 1905, he was appointed associate professor in 1908 and honorary professor for colonial law in 1917. As a young lawyer, he had already been involved in social work and welfare work by initiating, alongside Minna Cauer , the girls' and women's groups for social aid work in Berlin that took place on December 8, 1893 . Following on from this, in November 1919 he presented the first draft for a youth welfare law, which served as the working basis for the Reich Youth Welfare Act, which was passed in 1922 and entered into force in 1924 . In 1925 he took over the chair for foreign studies, foreign politics and colonial affairs at the Faculty of Economics and Social Sciences at the University of Frankfurt , where he retired in 1933 for racist reasons. He was awarded the titles of Justice Council (1900), Admiralty Council (1901), Real Admiralty Council (1906) and Secret Upper Government Council (1920). He has also written several books on international politics.

He was married to Eva Liebermann (1879–1941). The marriage remained childless. His final resting place is in the south-west cemetery Stahnsdorf .
