Michael Höhenberger (* 1954 in Dinkelsbühl ) is a former ministerial director . D. and was head of office in the Bavarian State Ministry for Family, Labor and Social Affairs from 2013 to 2019 . Before that, from 2010 to 2013 he was ministerial director in the Bavarian State Ministry for Environment and Health and responsible for health. As ministerial director he was Edmund Stoiber's office manager in the Bavarian State Chancellery and from 2006 to the beginning of 2010 head of the department “Political Planning, Public Relations and Citizens' Issues”.

Life and political career

He is the son of Friedrich Höhenberger, the former mayor of Dinkelsbühl. The lawyer began his political career in the Junge Union Dinkelsbühl. He was their long-term local chairman and board member of the CSU district association Ansbach-Land. From 1981 to 1986 he was district chairman of the Junge Union in the Ansbach district and from 1984 to 1990 a member of the district council.

Michael Höhenberger has been working in Edmund Stoiber's environment since 1978, first as a speechwriter and then as head of the planning staff in the State Chancellery . In 1977/78 he was also the initiator of a vocational school for music in his home town of Dinkelsbühl. In 1991, Höhenberger developed a strategy for expanding the CSU into the new federal states . When the plans became known, the Bavarian state parliament set up an investigative committee to investigate the case. Höhenberger took responsibility for the process and assured that he did not do this work as an employee of Stoiber, but rather during his free time. He did not inform Stoiber about his activities.

As a member of the planning staff of the Bavarian State Chancellery, Höhenberger was one of the initiators of the “Bavarian Environment Pact” in 1995, a unique agreement between the state and industry for more environmental protection.

In April 2001, Höhenberger became regional manager of the CSU in order to work as a confidante of Stoiber alongside the general secretary Thomas Goppel . In this role, Höhenberger was campaign manager in the Bavarian state elections, but moved to the Bavarian State Chancellery in 2004. There he became Edmund Stoibers office manager. Höhenberger was also the project manager of the major concert of the Free State of Bavaria on the occasion of the Fifa soccer world championship "3 Orchestras and Stars" on June 6, 2006 in the Munich Olympic Stadium.

On December 22, 2006, Höhenberger resigned from his position as office manager, because he was accused of spying on the Fürth district administrator Gabriele Pauli , which he denied. He was then transferred from Stoiber.

In January 2007, Höhenberger applied for a disciplinary procedure against himself to clarify Gabriele Pauli's allegations , which fully rehabilitated him. He was acquitted of the spy charge and then headed the “Political Planning, Public Relations and Citizens' Issues” department in the Bavarian State Chancellery.

From 2010 to 2013, Höhenberger was Ministerial Director of the Health Department in the State Ministry for Environment and Health. One focus here was the further development of professional hygiene management for medical facilities.

In 2011, the ordinance on hygiene and infection prevention in medical institutions (Bavarian Medical Hygiene Ordinance - MedHygV) came into force. In addition, a special unit for infection hygiene was set up to monitor hospital hygiene requirements.

From 2013 to 2019 he was head of the Bavarian State Ministry for Family, Labor and Social Affairs .

Höhenberger is a member of the jury for the Bavarian Print Media Award . On July 1, 2006, the Deaf Association of Munich and Surrounding Area e. V. together with other laureates presented the “AWARD‚ Wegbereiter '”.
