Mikhail Ivanovich Lapschin ( Russian Михаил Иванович Лапши́н; * 1934 in the village of Setovka, West Siberian District , Russian Socialist Federative Soviet Republic (RSFS), USSR ; † June 17, 2006 in the village of Dubnewo, Stupinsky Province, statesman of Russia , Moscow Oblast ) was a Russian politician Founder of the Agrarian Party of Russia (APR).

Career

Lapschin earned a total of three academic degrees. Accordingly, he graduated from the Moscow State Institute for International Relations , the Russian State Agrarian University - Timirjasew Academy Moscow and the State Linguistic University Moscow (specializing in German teachers).

In 1960 Lapschin joined the Communist Party of the Soviet Union (CPSU) and a year later, after a brief activity as an agronomist, he was appointed director of the sovkhoz " Lenin's Legacies" (Russian "Заветы Ленина") in the Stupinsky province. He held this post until the collapse of the Soviet Union.

In 1990 Lapschin was elected a member of the RSFSR.

In February 1993, Lapschin launched the APR. According to the political program, it was close to the Communist Party of Russia (KPRF). In the parliamentary elections in December of the same year, Lapschin's party won almost 8 percent of the vote and formed its own faction in the Duma . But in the subsequent elections in 1995, the APR only received 3.7 percent of the vote and failed to pass the five percent hurdle . As a result, there was an internal party conflict between Lapschin and the head of the Novosibirsk branch of the APR, Nikolai Kharitonov . At the APR party congress, which took place immediately before the parliamentary elections in 1999, the supporters of Lapschin decided to join the political bloc " Fatherland All Russia ". By contrast, Charitonov's comrades-in-arms united with the KPRF. Lapschin retained the top position of the APR.

In January 2002, Lapschin was elected President of the Altai Republic with the direct support of the APR political forces . At the same time, he vacated his parliamentary post.

After the renewed failure in the Duma elections in December 2003, Lapschin gave up the leadership of the APR in April 2004. His term as head of the Altai Republic expired in January 2006 and was not renewed.

Lapschin suffered from coronary artery disease for a long time and died of its complications in June 2006.
