Michel Quillé

The Frenchman Michel Quillé (* Carcassonne ) has been Deputy Director (2006/531 / EG, Directeur adjoint ) of the Governance Department since September 2006 and of the Operations Department of the European Police Authority Europol since 2011 (2009 / C249 / 04) .

Career

Quillé has had a Master of Laws from the Institut d'études politiques de Toulouse since 1971 .

From 1976 to 1977 Quillé worked as an inspector in the Toulouse Police Department . From 1978 to 1980 he trained as a commissioner. With his promotion in 1980 he took on an operational role in the fight against terrorism with a focus on Action Directe , the Basque ETA and serious crimes such as murder , drug crime , drug , weapons and vehicle smuggling in the Toulouse police force. In 1984 he led the police investigation into financial matters in Toulouse. From 1985 to 1987 he headed the Serious Crimes Investigation Group in Toulouse ( GRB - Group de Répression du Banditisme ) with a focus on aggravated robbery , kidnapping , deprivation of liberty , extortion and human trafficking .

1988-1994 Quillé moved to Grenoble , where he took over the operational management of the police. From 1995 to 1999 he set up and managed the police investigative authorities in Paris to fight foreign organized crime in France, including all activities relating to central data management. From 1996 to 2000 Quillé headed the French delegation to improve police cooperation between the United States of America, Great Britain, Germany, Japan, Italy, Russia, Canada and France on behalf of the G8 . From 1997 to 2000 inclusive, Quillé was the French representative in the Multidisciplinary Group against organized crime . From 1998 he was also appointed to the Falcone Committee to assess the funding of the Falcone projects against organized crime. The projects within the framework of the Falcon program serve to prevent and prosecute cross-border crime. The program was designed for the period from 1998 to 2002 and financed with 10 million euros. Also from 1998, on behalf of the EU, he investigated the Romanian police forces in preparation for Romania's accession to the EU. From 1998 to 2000 he represented France in the UN office in Vienna in preparation for the Palermo Convention . From 2000 he headed the European cell in the central directorate of the French police in the preparation and implementation of the French EU presidency in the second half of 2000.

From 2000 to 2006, Quillé was on behalf of the Central Directorate responsible for international relations between the police, customs and the French Ministry of Justice and contacts with Interpol , the Schengen Information System (SIS) and Europol . In this role he was also the French representative on the boards of Europol and Interpol.

Quillé has been Deputy Director of Europol since 2006 and has headed the Operations Department since 2011 .
