Mobile Virtual Network Enabler

A Mobile Virtual Network Enabler ( MVNE ) is understood to be a provider of infrastructure ( network elements ) by means of which mobile radio providers without their own network can offer mobile radio services for subscribers .

This means that MVNEs take over network operation for providers who do not have their own technical radio transmission license . The MVNE uses the mobile network of a large provider ( MNO ) for its mobile communications offer and markets its services through so-called branded retailers , resellers or MVNOs .

In addition to the infrastructure, most MVNEs offer other services that are necessary but are not part of the core competencies of the MVNOs. These include, for example, customer relationship management (CRM), supply chain management (SCM), monitoring or IT services / integration as well as receivables management .

Branded retailers are companies that enter the mobile communications business on the basis of their existing customer relationships and want to expand their portfolio with mobile communications products and value-added services based on them ( e.g. customer loyalty programs , bonus promotions, competitions or product information) ( cross-selling ).

The services provided by MVNEs include, for example, the operation of Home Location Registers ( HLRs ), Mobile Switching Centers ( MSCs ), the connection network and billing systems , servers for WAP , SMS , MMS , mobile Internet and mobile boxes as well as network interconnection . Depending on the MVNE , the various network elements are maintained themselves or the network operator's existing infrastructure is used .

The differentiating feature between network operators and MVNEs is the operation of their own mobile radio transmission systems by the network operators, while the MVNEs also use the network operators' transmission systems. Mobile network operators usually sell their services to both wholesale customers and end customers , while MVNEs only make their services available to virtual network operators (the MVNOs ).

In 2005, Materna and its subsidiary vistream (later Telogic and most recently Limitless Mobile ) appeared in Germany as the first MVNE . Moconta , a joint venture between Vodafone and the Bertelsmann subsidiary Arvato , has also been active in this area since 2006 , with Moconta making almost complete use of Vodafone's existing network infrastructure and calling itself a mobile white label service provider . In 2007, mvneco, a subsidiary of Ecotel , entered the market as MVNE . Hamburg-based Speach also acted as a partner of United Mobile as MVNE until August 2008 . After Telogic went bankrupt in 2012, Sipgate founded the subsidiary Sipgate Wireless as the new MVNE .
