A mobile network operators ( Mobile Network Operator , abbr .: MNO ) is a company that a public mobile network operates and offers on services to residential and business customers. For this purpose, this telephone company applies for or acquires (e.g. by means of an auction ) a broadcasting license from government agencies . The licensee then builds an infrastructure (today in the vast majority of cases a GSM , UMTS or LTE network) that covers a specific geographic area corresponding to the license. The services provided are billed either with a prepaid card or by means of a monthly invoice ( postpaid ), which usually also includes a basic fee .

Distinguished from mobile network operators are mobile phone providers who are without their own network on the resale specialize of mobile services ( Mobile Virtual Network Enabler (MVNE) and Mobile Virtual Network Operators (MVNOs), in German also "virtual network operators").
